April 6, 2021 Municipal Election - Absentee Ballot

Absentee Voting Information - St. Louis County, Mo.

To vote via Absentee Ballot in the April 6, 2021 Election, one must submit an Absentee Ballot Application to St. Louis County Board of Elections. Unlike elections in 2020, Absentee Ballot Applications will NOT be mailed to any group. Criteria for qualification to vote absentee is provided by St. Louis County Board of Elections.

Absentee voting begins on February 23, 2021, with the last day to request Absentee Ballot Applications being March 24, 2021. The last day to register to vote is March 10, 2021.

The closest satellite voting site is the Clarkson-Wilson Government Center, which will allow absentee voting beginning on March 25, 2021, with limited Saturday hours on March 27, 2021 and April 3, 2021. Hours are 9:00 a.m. to 1:00 p.m., on both Saturdays.

<<< STUDENT ELECTION JUDGES PROGRAM >>> 

The St. Louis County Board of Election Commissioners is accepting applications for high school students who are interested in the Election Board’s Student Election Judge Program. The Student Election Judge Program gives students an opportunity to work with veteran Election Judges providing hands on experience in learning how elections are conducted.

Participating in the electoral process is an excellent way to promote the importance of civic engagement and instill a sense of public responsibility in our young people, as they enter adulthood. This program can also be a great opportunity for students to earn community service hours for graduation requirements, or earn a wage for working at a polling place on Election Day.

To qualify students must be at least 15 years old, but under 18 years of age, and be in the 10th, 11th, or 12th grade. Interested students can apply by following this link: www.vote4stlco.com/pollaccess. Applications must be received in the Election Board’s Office by Friday, February 26, 2021 for students to work in the April 6th General Municipal Election.

New Indoor Dining Protocols - Effective February 11, 2021


The intent of the Safer at Home Order and its amendments is to limit the transmission of COVID-19 by encouraging people to avoid all unnecessary interactions by staying at home to the extent possible.  Employers are encouraged to support telework whenever feasible. This amended order enables certain Businesses to operate with a capacity of fifty percent (50%) and closes certain Businesses that allow patrons to socialize in large numbers unless they limit such gatherings, all in an effort to continue to slow the spread of COVID-19 within St. Louis County to protect life and hospital capacity. When people leave their place of residence, they should at all times reasonably comply with Face Covering and Social Distancing Requirements. This order maintains the curfew for restaurants, drinking establishments and other similar businesses at 11:00 p.m.

  • Occupancy at restaurants will be limited to 50% of their fire code capacity or the total number of diners sitting at tables spaced at six feet apart, whichever is lower.  

  • The mask protocols in place protect restaurant workers better. 

  • Restaurants and bars will be required to close by 11:00 p.m. 

  • Some bars will need to install physical barriers such as plastic dividers or plexi-glass.   

  • Restaurants and bars will record the names and contact information for patrons to assist with contact tracing and case investigation if that proves necessary.  

These new guidelines for restaurants and bars can be found online here stlcorona.com. It’s important to note that these policy changes are due to the number of cases going in the right direction and everyone needs to understand that indoor dining — even with these protocols — continues to pose substantial risks to both patrons and employees.

MASKS AND THEIR ROLE IN BEATING BACK COVID-19

Masks are recommended as a simple barrier to help prevent respiratory droplets from traveling into the air and onto other people, when the person wearing the mask coughs, sneezes, talks, or raises their voice. This barrier created by a mask is called source control. This recommendation is based on what the medical community knows about the role respiratory droplets play in the spread of the virus that causes COVID-19, paired with emerging evidence from clinical and laboratory studies that shows masks reduce the spray of droplets, when worn over the nose and mouth. COVID-19 spreads mainly among people who are in close contact with one another (within about 6 feet), so the use of masks is particularly important in settings, where people are close to each other, or where social distancing is difficult to maintain.

  • CDC recommends that people wear masks in public settings and when around people who don’t live in your household, especially when other social distancing measures are difficult to maintain.
  • Masks may help prevent people who have COVID-19 from spreading the virus to others.
  • Masks are most likely to reduce the spread of COVID-19, when they are widely used by people in public settings.
  • Masks should NOT be worn by children under the age of 2 or anyone who has trouble breathing, is unconscious, incapacitated, or otherwise unable to remove the mask without assistance.
Park and Playground Updates

Status of Park Facilities - February 19, 2021
No Change in Status

All City playground areas (Community Park, Anniversary Park, Glencoe City Park, Old Pond School Park, and, now, Green Pines Park) remain open at this time. Please follow the rules posted at each of these playgrounds, so we all can have fun and see friends again, but stay safe and healthy. It is important to state that, unless exempted from such, all persons at any of the City's playground facilities wear a mask. Non-compliance creates higher than acceptable risks and could lead to the playgrounds being closed again (please see below for more information).

Large Pavilion Area and North Parking Lot Picnic Area
within Community Park Remain Open

The large pavilion in Community Park is open and can be reserved, while the new Phase 3 Area of Community Park is available as well. Social distancing is required. The gathering size is now limited to no more than ten (10) individuals within each pavilion area. Face masks are required. Please practice these public health requirements, so everyone stays safe and healthy!

 Pavilion Rentals Now Being Accepted on a Limited Basis 
Anniversary, Community, and Old Pond School Parks

The Anniversary Park's Pavilion, Community Park's Large Pavillion, Old Pond School Park's Pavilion, and the pavilions on the north end of Community Park, are all now open. The Community Park's largest pavilion on the south end of the park reopened on July 6, 2020. Portable restrooms and wash stations are provided at all of these locations. 

Please adhere to the following guidelines when using the pavilion:
  • Social distancing is required by maintaining at least six (6) feet between yourself and other non-household members. If you notice this rule is not being followed, please call the St. Louis County Police – Wildwood Precinct - 636-458-9194. 
  • Avoid gathering with people you do not live with.
  • Do not enter the facility if you are ill.
  • Wearing face coverings is required, as of Friday, July 3, 2020.
  • Cough or sneeze into your elbow. 
  • Washing hands or using hand sanitizer before entering the pavilion and after leaving is encouraged.
Please note: If you notice that other facility users exhibit symptoms of COVID-19, or you believe you have been exposed, please go home immediately and call the St. Louis County Public Health COVID-19 Hotline, at 314-615-2660, or contact your physician.

RALLY FOR RETAIL IN WILDWOOD

In partnership with its local businesses, the City has launched a “Rally for Retail” Campaign to help support Wildwood retailers during the current environment.
 
Pure By Jen, a local Wildwood boutique, recommended this new effort in order to encourage community members to virtually “shop” at their favorite local brick-and-mortar stores by purchasing GIFT CARDS. Purchasing these online gift cards now will help to keep as many Wildwood retailers as possible in business, so that they can reopen their doors, when this crisis passes.

+++ Mayor Bowlin has signed an Extension of the City’s “Temporary Waiver of Special Event Permit Guidelines for Eating and Drinking Establishments in Wildwood” through June 30, 2021. This waiver allows Wildwood restaurants, pubs and coffee shops to expand outdoor seating and hold special events, and provides necessary guidelines and procedures for doing such.  Several Wildwood restaurants have taken advantage of this Waiver since May 2020, including Wildwood Pub & Grill, Benedetto’s on Main, Larry’s Tavern, Parkside Grille and Casey’s Bar.  

+++ Last week, the City’s Historic Preservation Commission (HPC) and Architectural Review Board (ARB) approved a request from prospective buyers for the Historic Kern Station at 17301 Manchester Road to add two (2) new garage doors to the front façade of this building in the Pond Historic District. The owners of this building now expect the sale of this building to close before the end of this month, at which point the new owners will begin the permitting process for the requested modifications to this building. 

+++ The sale of the office building at 16442 Village Plaza View Drive (immediately adjacent to Simmons Bank) to a new professional user is underway and expected to close within the next week.

+++ Given the impact of COVID-19 on the small business community, the City has been rolling out a new Small Business Spotlight Video Series on the City’s social media channels each week. All Wildwood businesses have been invited to participate, and ten (10) businesses have participated. These sessions are now virtual and accessible online from the comfort of your own home. You must register one (1) day in advance of the class date and have a valid e-mail address.

Wildwood Yoga & Wellness will be using ZOOM for these classes. Wildwood Yoga & Wellness will send out a link for your registered class. You can download Zoom here -  https://zoom.us/download - or the instructor will send you the link and it will prompt you to download the program. Also, please remember that if you cannot attend the class LIVE, you can still sign up and a recorded link will be forwarded to you for the class, which is valid for twenty-four (24) hours.

This class is FREE for Wildwood residents, and only $5.00 for non-residents, age 60+!

Tuesday’s Class: Senior Chair Yoga (Restore Practice)

Using a chair or a completely supported posture, this practice will target mobility and flexibility of both the body and the mind.  With a strong focus on the breath and gentle movement, this practice will explore qualities of a restorative (restful) practice, a yin (longer-holding) practice, and yoga Nidra (guided meditation).
 
Friday’s Class: Senior Slow Flow Yoga

A meditative flow based on a steady, rhythmic breath, and traditional yoga postures.  The flow will incorporate mindful, smooth transitions and holds designed to open the body and the mind. This practice will build strength, balance, flexibility, mobility, and confidence and is ideal for practitioners that are comfortable standing.

Swim - Pool Passes are Available at Ballwin and Ellisville for Wildwood Residents

It's Cold Outside Now ... but Summer is on the Way!

2021 Family Swimming Pool Passes  

During the summer  of 2021, the City of Wildwood will once again partner with the City of Ellisville and the City  of Ballwin to provide access to their outdoor swimming pool facilities. Ellisville and Ballwin are making a very generous offer and affords Wildwood residents a great opportunity to ensure fun in the sun in 2021! The details are as follows:


City of Ellisville: The City of Ellisville is offering Family Swimming Passes to the residents of Wildwood, at Ellisville resident pricing, to The Edge Aquatic Center. The passes will go on sale beginning Monday, February 22, 2021, through May 28, 2021, at The Early Bird Special Price of $158.00. After May 28, 2021, the price of the Family Pool Pass will be $175.00. The pass will allow families of four (4) access to the pool facility. Additional family members can be added at a cost of $10.00 each. The Family Swimming Passes can purchased in the following ways: 

  • In person at the Ellisville Park Administration Building, next to the Edge Aquatic Center (225 Kiefer Creek Road, Ellisville, Missouri 63021;
  • At the City of Ellisville website at www.ellisville.mo.us; or 
  • New this  year, on-line, at https://ellisville.recdesk.com/Community/Membership/Detail?membershipId=855 .  

Registrations for the Ellisville/Wildwood Swim Team and swimming lessons can also be made at www.ellisville.mo.us. Any questions concerning Family Swimming Pool Passes, the Ellisville/Wildwood Swim Team, or Swimming Lessons can be answered by calling the Ellisville Park Administration Building at 636-227-7508. Please note, there is not a cut-off time to purchase Family Pool Passes to the Edge Aquatic Center and Wildwood residents can purchase passes at any time throughout the summer.


City of Ballwin: A limited number of Family Pool Passes will be made available to the North Pointe Aquatic Center, 335 Holloway Road, Ballwin, Missouri  63011. Wildwood residents can purchase Family Swimming Pool Passes at Ballwin resident prices on a first come, first serve basis. The Family Pool Passes will go on sale beginning March 1, 2021, at The Pointe at Ballwin Commons, #1 Ballwin Commons Circle, Ballwin, Missouri 63021.

Passes can be purchased at Early Bird Pricing beginning March, 1, 2021 through April 30, 2021, for $215.00. Beginning May 1, 2021, the cost of the Family Pool Pass will be $239.00. Questions about the pool facility or the purchase of pool passes can be answered at 636-227-8950 or please visit the City of Ballwin's website at  www.ballwin.mo.us. Please note, there will only be a limited number of Family Pool Passes available to Wildwood residents. If interested in the North Pointe Aquatic Center, please purchase yours at the earliest opportunity. A photo ID and utility bill will be needed, as proof of Wildwood residency.

The City of Wildwood is pleased to offer a Park and Trail Memorial Program intended for residents to honor and commemorate the memory of a loved one or close friend. The City is offering three (3) different options that can be placed in a number of different active or passive park/trail locations in the City. How to Keep Your Driveway Entrance
From Filling with Snow

Throughout the winter months, State, County, and City snowplow crews will be out clearing the highways, roads, and streets during and after each snowfall. Homeowners and other property owners will be clearing their driveways at the same time.

Many times, while this is going on, a snowplow truck will go by and fill in the end of a freshly cleared private driveway with snow from the roadway. This is not intentional, and there is a way this wintertime inconvenience can be minimized.

The diagram above shows how you can clear snow around the end or your driveway, providing a certain way to reduce the possibility that you will have to do very much re-clearing after a snow plow truck goes by on the road next to your driveway.

The idea is to place as much snow as possible when clearing your driveway, in the direction of travel downstream on your side of the roadway. Next is to clear an area upstream from your driveway opening to form a "pocket" for the snow from the roadway to go into instead of at the end of your driveway.

The result is more of the snow accumulation from clearing the roadway will go into this open pocket area and less will wind up at the end of your driveway.

A note of caution is in order: Please be extremely careful when working next to the roadway — especially when snowplowing operations are in progress.

Place any valuables you may have in the trunk of your car or in back of a SUV, so they are not easy to see or access. Always lock your car, and with daylight ending earlier, park in lighted areas, whenever possible. These cautions are good to use anywhere, including many of the parks and trailheads located within the City of Wildwood. Be safe, and enjoy the outdoors this Winter

Alternatives to Bays ET Service through AT&T
Wisper Internet is attempting to address certain locations in the rural areas of Wildwood, north of State Route 100, with a new type of equipment to be set on City-owned poles that have been in place for a number of years. This equipment, although premised on a fixed wireless network, has proven to be less susceptible to trees and the disruption of the signal propagated from it. Wisper Internet installed this new equipment on the pole at the intersection of Rieger Road and Wild Horse Creek Road on February 3, 2021. Another installation was planned at Old Wild Horse Creek Road and Wild Horse Creek Road, but delayed due to inclement weather.
 
Along with Wisper Internet, the Department continues to define other options for internet service, which are identified below:

  1. Bays ET – Fixed wireless network service (original)
  2. Bays ET – Fiber-to-the-Home (only to certain areas – Hawks Rest, Homestead Estates at Wildwood, and Shiloh Subdivisions)
  3. Wisper Internet – Fixed wireless network service (original)
  4. Wisper Internet – Fixed wireless network service (new) 
  5. AT&T Wireless – Mobile communication provider – Hotspot Use
  6. AT&T – Non-mobile option, where property owner or subdivision compensates provider for extension of fiber optic or T1 Business Line to location(s).
  7. Verizon – Mobile communication provider – Hotspot Use
  8. T-Mobile/Sprint – Mobile communication provider – Hotspot Use
  9. Other Mobile Providers – Mobile communication providers, i.e., Mint Mobile, Metro, Cricket, etc. – Hotspot Use
  10. Satellite – Different providers
  11. Spectrum (Charter Communications)
  12. Wildwood Workspaces – 16759 Main Street, Suite 205 (co-working spaces for internet needs)
  13. Rockwood School District (offers hotspots for students of the district)
Starlink (Elon Musk) 
As the Department has followed the efforts of Starlink in deploying mini-satellites in low trajectory orbits around the earth for high-speed internet service (broadband), it has now begun to obtain from the beta testing that has been underway some positive feedback in this regard. In its website, Starlink notes the following regarding its efforts to address the universal need for reliable and fast internet across the world: 
 
High-speed, low latency broadband internet - Starlink is now delivering initial beta service both domestically and internationally, and will continue expansion to near global coverage of the populated world in 2021. During beta, users can expect to see data speeds vary from 50Mb/s to 150Mb/s and latency from 20ms to 40ms in most locations over the next several months as we enhance the Starlink system. There will also be brief periods of no connectivity at all. As we launch more satellites, install more ground stations and improve our networking software, data speed, latency and uptime will improve dramatically.
 
Ideal for rural + remote communities - Starlink is ideally suited for areas of the globe where connectivity has typically been a challenge. Unbounded by traditional ground infrastructure, Starlink can deliver high-speed broadband internet to locations where access has been unreliable or completely unavailable.
 
Preserving the night sky - The Starlink teams have worked closely with leading astronomers around the world to better understand the specifics of their observations and engineering changes we can make to reduce satellite brightness.
 
The Department will continue to monitor this option, with beta testing slated to continue through 2021, according to information provided by Starlink. A link is provided therein to determine if this service, in beta form, is available to a property - https://www.starlink.com. 

Responses to the Request for Proposals by Internet Service Providers (ISP) 
The Rural Internet Access Committee (RIAC) has prioritized the proposals that were received from the respondents to the City’s Request for Proposals (RFP) and such list will be presented to City Council in February 2021. The respondents to the City’s Request for Proposals (RFP) offered fiber-to-the-home, which is future-proof, fast, and reliable, and will meet the needs of any business, institution, or residence located in the City of Wildwood’s rural areas for well into the future. The process the Committee has followed has been thorough, and led by CTC Technology and Energy, the City’s consultant in this regard. The Department is awaiting the City Attorney’s review of the authorization for the consultant to initiate the negotiation process, in accordance with the direction of the Rural Internet Access Committee (RIAC) and City Council.

SINGLE-STREAM RECYCLING

Since August 2019, Waste Connections has been the hauler for all residential properties in the City of Wildwood, which also has included the return of single-stream recycling. Single-stream recycling allows residents to place all recyclable materials in a single container for curbside pickup by the hauler. Waste Connection accepts glass, as part of the new recycling stream, so it can be placed in the toters for pickup. Any questions on recycling can be addressed by visiting the Waste Connections website, which can be reached by clicking on the following link: www.wasteconnections.com.

The City of Wildwood and Waste Connections are also providing a location where additional options for the drop-off of extra fiber materials and glass can be accommodated. This location is at the terminus of Wildwood Avenue (between City Hall and the B&B Theatre (63040)).

Bring your expired/unused prescription medications to City Hall during normal business hours (Monday through Friday - 8:00 a.m. to 5:00 p.m.) and deposit them in the take-back box. There is no need for any assistance from the police. This easy and safe approach keeps old or unused medications from the environment and out of the hands of children.

The Wildwood Area Lions Club has a drop-off box at Wildwood City Hall (16860 Main Street, 63040) for used eyeglasses and hearing aids that are provided to others that cannot access them for a number of reasons. Don't throw them away - please donate - and help others in need! 

The Wildwood Area Lions Club was chartered by Lions International and is a non-profit organization by the State of Missouri, circa June 2009. Lions Clubs support the Wildwood Area by providing assistance through actions and monetary funding. Lions International  has 1.35 million members in 205 countries and regions worldwide. The international foundation has awarded more than $700 million for humanitarian service projects worldwide and provides disaster relief, youth programs, and help to combat disabilities, where needed.

The City of Wildwood accepts retired American flags for dignified disposal. Please bring worn flags to City Hall, 16860 Main Street, and leave them with the receptionist. All flags collected will be relinquished to the Boy Scouts of America for proper disposal. US Flags should never be placed in the trash.
