City Hall Closed This Friday - November 27, 2020 

City Hall will be closed on Friday, November 27, 2020, in celebration of the Thanksgiving Holiday. Trash pick-up from Waste Connections, the City's residential hauler, will be delayed one (1) day (Thursday collections will be Friday and Friday collections on Saturday), so please plan accordingly. From all of us at City Hall, we wish our Wildwood residents the best of this holiday season. Despite all the issues associated with 2020, here in Wildwood, and many other places, we have a lot to be thankful for this year.

The challenge will be done completely on your own, whether it be by Pedal (bicycle), Pound (running), Hoof (horseback riding), or Hike. Of course, you can complete this adventure on your own, but if you sign up through us, you will receive the following:

- Map of the route (via email);

Starting Saturday, October 31, 2020, signatures may be obtained on Nominating Petitions for the April 6, 2021 General Municipal Election.

Filing OPENS on Tuesday, December 15, 2020, at 8:00 a.m.

The City Clerk shall receive all candidates, during regular office hours, in the order in which they pass through the front door of City Hall (Main Street Entry), until filing closes.

Filing 
CLOSES on Tuesday, January 19, 2021, at 5:00 p.m.

No candidate's name shall be printed on any official ballot unless the candidate has filed a written Declaration of Candidacy and paid a ten dollar ($10.00) filing fee to the City Clerk or his/her designee. Payment of the filing fee may be by cash or check made payable to: the City of Wildwood, Missouri.


Do you want to be a City Council Member in the City of Wildwood (2-Year Term)? You must meet the following Qualifications for a Council Member:
* A registered voter; and
* A resident of the Ward for one (1) year prior to election and during the term of office.


Nominating Petitions:
Candidates for Council Member must submit completed Nominating Petitions on forms provided by the City Clerk. Nominating Petitions for Council Member candidates shall be signed by not less than twenty-five (25) registered voters who are residents of the ward in which the candidate is nominated. Completed Nominating Petitions must be submitted at the time of filing of a Declaration of Candidacy.

Petition signatures shall be valid only if obtained not earlier than forty-five (45) days prior to the first day of filing. Therefore, Any Signatures Obtained Prior to Saturday, October 31, 2020, Are Invalid. No person shall be allowed to be nominated for more than one (1) office at a time.

2020 Deer Counting

2020 DEER COUNTING IN WILDWOOD

Between November 18, 2020 and December 31, 2020, the St. Louis County Police Wildwood Precinct will be conducting counts (AKA surveys) of the deer population throughout Wildwood. The counts occur at night, between 9:00 p.m. and 2:00 a.m. You may see fully marked police vehicles using the spotlights on roadways throughout Wildwood during this timeframe. This method is used by the police officers to conduct the deer counts. This information will assist the City, as it considers its deer management strategy.

Meeting Parameters at City Hall (Week of 11-30-2020)

“In accordance with the St. Louis County Department of Public Health’s “Safer at Home” Order that became effective on Tuesday, November 17, 2020, there will be limited seating available at public meetings of the City of Wildwood.  As such, a maximum total of ten (10) people will be allowed in the Council Chambers or in the Community Room at any one time. As always, access to all public meetings is available via the City of Wildwood’s YouTube Channel or via Zoom. Meeting links can be found on meeting agendas or by contacting City Hall at (636) 458-0440."

+++ St. Louis County announced new COVID-19 restrictions on Thursday afternoon (November 12, 2020), in response to the rising numbers provided by the St. Louis Metropolitan Pandemic Task Force. These new restrictions focus on business capacity limits and limiting crowd sizes at events. These new restrictions will not go into effect until  Tuesday, November 17, 2020 and do not include a return to a full stay at home order. A summary from Stltoday, the specifics are as follows: For four (4) weeks starting Tuesday, people will only be able to leave home to go to work or school, to exercise, seek medical care or shop for goods or supplies, the source said. They must also form social bubbles with 10 or fewer family members or friends and limit all interactions to that group — and can leave home for those interactions.

Bars and restaurants will be closed to inside patrons, although customers will be able to take home prepared food and cocktails. Workers can go to the office, but they will be strongly advised to work at home. Businesses, including gyms, and places of worship, will be reduced to 25% of their occupancy limits, from 50%. Gym patrons and people attending houses of worship will be required to wear masks when they are working out or attending services. The maximum gathering of any kind will be reduced to 10, from 49.

Youth sports that are part of schools will be allowed to continue as they have under current guidelines, the source said. Club sports teams will be required to submit plans to the health department to show how they plan to mitigate virus transmission. +++

MASKS AND THEIR ROLE IN BEATING BACK COVID-19

Masks are recommended as a simple barrier to help prevent respiratory droplets from traveling into the air and onto other people, when the person wearing the mask coughs, sneezes, talks, or raises their voice. This barrier created by a mask is called source control. This recommendation is based on what the medical community knows about the role respiratory droplets play in the spread of the virus that causes COVID-19, paired with emerging evidence from clinical and laboratory studies that shows masks reduce the spray of droplets, when worn over the nose and mouth. COVID-19 spreads mainly among people who are in close contact with one another (within about 6 feet), so the use of masks is particularly important in settings, where people are close to each other, or where social distancing is difficult to maintain.

  • CDC recommends that people wear masks in public settings and when around people who don’t live in your household, especially when other social distancing measures are difficult to maintain.
  • Masks may help prevent people who have COVID-19 from spreading the virus to others.
  • Masks are most likely to reduce the spread of COVID-19, when they are widely used by people in public settings.
  • Masks should NOT be worn by children under the age of 2 or anyone who has trouble breathing, is unconscious, incapacitated, or otherwise unable to remove the mask without assistance.
Park and Playground Updates

Closures of Streets, as of November 27, 2020

All Streets in the Glencoe Area (around Glencoe City Park and Al Foster Memorial Trailhead and Trail) remain posted "No Parking." This restriction includes Washington Avenue, Grand Avenue, and 3rd Street.

Status of Park Facilities, as of November 27, 2020

All City playground areas (Community Park, Anniversary Park, Glencoe City Park, and Old Pond School Park) remain open at this time. Please follow the rules posted at each of these playgrounds, so we all can have fun and see friends again, but stay safe and healthy. It is important to state that, unless exempted from such, all persons at any fo the City's playground faciliteis wear a mask. Non-compliance creates higher than acceptable risks and could lead to the playgrounds being closed again (plese see below for more information).

Large Pavilion Area and North Parking Lot Picnic Area
within Community Park Now Open

The large pavilion in Community Park is open and can be reserved, while the new Phase 3 Area of Community Park is available as well. Social distancing is required. The gathering size is now limited to no more than ten (10) individuals within the large pavilion area, along with the two (2), smaller pavilion locations within the new Phase 3 portion of the park. Face masks are required. Please practice these public health requirements, so everyone stays safe and healthy!

 Pavilion Rentals Now Being Accepted on a Limited Basis 
Anniversary, Community, and Old Pond School Parks

The Anniversary Park's Pavilion, Community Park's Large Pavillion, Old Pond School Park's Pavilion, and the pavilions on the north end of Community Park, are all now open. The Community Park's largest pavilion on the south end of the park reopened on July 6, 2020. Portable restrooms and wash stations are provided at all of these locations. 

Please adhere to the following guidelines when using the pavilion:
  • Social distancing is required by maintaining at least six (6) feet between yourself and other non-household members. If you notice this rule is not being followed, please call the St. Louis County Police – Wildwood Precinct - 636-458-9194. 
  • Avoid gathering with people you do not live with.
  • Do not enter the facility if you are ill.
  • Wearing face coverings is required, as of Friday, July 3, 2020.
  • Cough or sneeze into your elbow. 
  • Washing hands or using hand sanitizer before entering the pavilion and after leaving is encouraged.
Please note: If you notice that other facility users exhibit symptoms of COVID-19, or you believe you have been exposed, please go home immediately and call the St. Louis County Public Health COVID-19 Hotline, at 314-615-2660, or contact your physician.

RALLY FOR RETAIL IN WILDWOOD

In partnership with its local businesses, the City has launched a “Rally for Retail” Campaign to help support Wildwood retailers during the current environment.
 
Pure By Jen, a local Wildwood boutique, recommended this new effort in order to encourage community members to virtually “shop” at their favorite local brick-and-mortar stores by purchasing GIFT CARDS. Purchasing these online gift cards now will help to keep as many Wildwood retailers as possible in business, so that they can reopen their doors, when this crisis passes.

+++ All businesses in St. Louis County are now required to have everyone over the age of 9 to wear face masks in public. Wildwood businesses are encouraged to download and display St. Louis County’s “Face Coverings Required” Poster for display to the public.

The St. Louis County Economic Development Partnership began accepting applications this past week for the new St. Louis County Small Business Rapid Deployment Fund. Restaurants and small businesses may apply to receive up to $5,000.00 in grants from St. Louis County to be used for operating expenses or business costs, plus equipment for outdoor dining, such as heaters, tents, and expenses related to curbside service.

+++ The sale of to-go cocktails for Missouri restaurants has been extended through 2020, as Governor Parson has extended Missouri’s state of emergency until December 30, 2020, allowing for the continued sale of carryout cocktails until that time.

+++ The United States Senate resumes session this Monday, November 9, 2020, whereby Congress and the White House will continue to negotiate a new coronavirus relief package to pass before the end of the year, as cases continue to spike around the country.  To date, these two sides have yet to agree on terms, benefits, and total financial amount to be included in this relief package.

+++ Mayor Bowlin has signed an Extension of the City’s “Temporary Waiver of Special Event Permit Guidelines for Eating and Drinking Establishments in Wildwood” through December 31, 2020.  This waiver allows Wildwood restaurants, pubs and coffee shops to expand outdoor seating and hold special events, and provides necessary guidelines and procedures for doing such.  Several Wildwood restaurants have taken advantage of this Waiver since May 2020, including Wildwood Pub & Grill, Benedetto’s on Main, Larry’s Tavern, Parkside Grille and Casey’s Bar.  

+++ Pursuant to Resolution #2020-11, Mayor Bowlin signed an Authorization allowing a “Temporary Waiver of Special Event Permit Guidelines for Eating and Drinking Establishments in Wildwood”.  This will allow Wildwood restaurants, pubs and coffee shops to expand outdoor seating and hold special events, and provides necessary guidelines and procedures for doing such. Parkside Grille has already applied to extend its permit through December 31,2020, along with Wildwood Pub & Grill being approved to install a temporary outdoor tent over its expanded outdoor seating area for the upcoming Winter Season.

+++ The City launched its new veterans programming and “Veterans Resources” portal on the City’s website on Veterans Day this past week, including recognition for businesses that are owned by veterans and/or employ veterans, identification of businesses that offer special discounts or promotions to veterans and a list of important contacts and resources for Wildwood veterans.  

+++ Given the impact of COVID-19 on the small business community, the City will be rolling out a new Small Business Spotlight Video Series on the City’s social media channels. All Wildwood businesses have been invited to participate, and ten (10) businesses have already begun work to provide videos.

+++ In partnership with the City, the Wildwood Business Association (WBA) will be hosting a Holiday Tree Festival from December 1, 2020, through January 4, 2021, in the public plaza on Plaza Drive, next to Anthology of Wildwood. Businesses will be invited to decorate their own tree surrounding this plaza and families will be able to walk or drive through this area to enjoy the holiday lights.

+++ Vail Resorts announced its Winter Operating Plan for the 2020/21 Season, including required physical distancing/face coverings, a new reservation system, and estimated opening dates for each of its 34 properties, including Hidden Valley Ski Resort in Wildwood. Hidden Valley Ski is currently slated to open for its Winter Ski Season on December 19, 2020.

+++  Town Center Dental anticipates completing interior buildout this week for their new expanded retail space at 2426 Taylor Rd. in Dierbergs Town Center.  This expansion allows this business to double their square footage from 1,600 sq. ft. to 3,200 sq. ft.  Please stop by and congratulate Dr. Jon Copeland and his team on their continued investment in the Wildwood community.

+++ The City approved interior finish plans for a new osteopathic medicine office (Osteopathic Horizons), at 17014 New College Avenue, in the Westridge Office Centre.

+++ CrossFit Wildwood plans to re-brand its facility, at 16966 Manchester Road, to the “Wildwood Athletic Center” (WAC) in early 2021, and expand its uses at this location to include CrossFit, Switch Circuit Training, new batting cages, and new physical therapy and sports training services.

+++ The City has updated the list of all Wildwood restaurants and bars identifying available outdoor dining, curbside/carryout, drive-through and delivery services to reflect current offerings during the new “Safer at Home” County Order.  This updated list has been posted to the City’s social media (and shared by both the Wildwood Business Association and West St. Louis County Chamber of Commerce), included in the City’s weekly E-Newsletter and shared to the COVID-19 page of the City’s website.

Coffee with the Mayor will accommodate in-person attendance at City Hall on December 3, 2020. In-person attendance will be limited to ten (10) individuals within the room. Social distancing will continue to be practiced by those in attendance, until further notice.
 
If you prefer to participate from your home, a virtual option, via Zoom, will also be available. If you would like to participate via Zoom, you will need to sign up in advance to receive the invitation to attend the Virtual Coffee with the Mayor (see the link below). City of Wildwood - Green Pines Park - Nearing Completion

Green Pines Park - Ward Five

The contractor on this project has a few remaining clean-up items to be completed and then the park will be done. The anticipated timeline for all of this work to be completed is December 4, 2020. Thereafter, depending on COVID-19 restrictions, the playground wil be opened for use. Over the couse of the planning, design, engineering, and construction of this new neighborhood park, a number of residents and others helped in this process and their contributions made the facility better in many ways than where we all started. A thank you to each of you for your help!

These sessions are now virtual and accessible online from the comfort of your own home. You must register one (1) day in advance of the class date and have a valid e-mail address.

Wildwood Yoga & Wellness will be using ZOOM for these classes. Wildwood Yoga & Wellness will send out a link for your registered class. You can download Zoom here -  https://zoom.us/download - or the instructor will send you the link and it will prompt you to download the program. Also, please remember that if you cannot attend the class LIVE, you still can still sign up and a recorded link will be forwarded to you for the class, which is valid for twenty-four (24) hours.

This class is FREE for Wildwood residents, and only $5.00 for non-residents, age 60+!

Tuesday’s Class: Senior Chair Yoga (Restore Practice)

Using a chair or a completely supported posture, this practice will target mobility and flexibility of both the body and the mind.  With a strong focus on the breath and gentle movement, this practice will explore qualities of a restorative (restful) practice, a yin (longer-holding) practice, and yoga Nidra (guided meditation).
 
Friday’s Class: Senior Slow Flow Yoga

A meditative flow based on a steady, rhythmic breath, and traditional yoga postures.  The flow will incorporate mindful, smooth transitions and holds designed to open the body and the mind. This practice will build strength, balance, flexibility, mobility, and confidence and is ideal for practitioners that are comfortable standing.

Root Docking Training Workshop

Two (2) Shifts: 10:00 a.m. - 12:30 p.m. OR 1:30 p.m to 4:00 p.m.
Al Foster Memorial Trail
Join us for a hands-on training workshop on Root Docking, a manual approach to removing invasive honeysuckle. This workshop is an excellent hands-on learning opportunity to learn about the root docking method. Workshop participants will learn about the advantages and benefits of the method, how to properly and safely use the tools needed to conduct root docking, and have the opportunity to practice the method in the field on the Al Foster Memorial Trail. Attendees must be 16+ years of age to participate. Space is limited and registration is required - please register at: rootdocking2020.eventbrite.com. Space is limited to twenty (20) people for each shift. All tools and equipment will be sanitized between shifts of participants. Social distancing must be observed throughout the entire workshop and face masks are required. CITY OF WILDWOOD - Hunting Season News

Attached are the highlights to the hunting regulations.  More information, and a link to the full Hunting Regulations package, can be found here: https://www.cityofwildwood.com/171/Documents-Forms.

Before heading out to hunt for deer, turkey, waterfowl, furbearers, or small game, be sure to buy the right permits. You can buy them online, over the telephone, at any Missouri Department of Conservation Office, or from more than a thousand vendors around the state.

You must complete an approved hunter-education course before you can purchase firearms deer and turkey hunting permits in most cases. Visit https://huntfish.mdc.mo.gov/hunting-tra…/…/deer/deer-permits for more information.

You may need to purchase a special permit, if you collect, handle, breed, or process wild animals. For example, wildlife managers, researchers, taxidermists, dog trainers, collectors, and hobbyists need special permits. All special permits must be purchased at Department Headquarters in Jefferson City.

Rural Internet Access Committee (RIAC)

The City's Rural Internet Access Committee (RIAC) and consultant working with it on this effort, CTC Technology and Energy, concluded its interview process with the last of the planned interviews. In the interim, the City has prepared a list of providers that currently offer some level of service within the rural areas of the City. These providers include, but are not limited to, the following:

1.    Bays ET – Wireless service (original)
2.    Bays ET – Piggybacking on AT&T system of improvements, but only data
3.    Bays ET – Fiber-to-the-Home (only to certain areas)
4.    Wisper Internet – Wireless service (original) 
5.    AT&T Wireless – Mobile communication provider
6.    Verizon – Mobile communication provider
7.    T-Mobile/Sprint – Mobile communication provider 
8.    Other Mobile Providers – Boost, Cricket, Metro, Mint, and others.
9.    Satellite – Different providers
10.  Spectrum (Charter Communications)
11. Wildwood Workspaces - a co-working environment, with great internet, which is            located in the Wildwood Town Center (16759 Main Street)
12. Rockwood School District (the district is providing hot spots to its students)

Watershed Erosion Task Force - City of Wildwood, Mo.

The task force's next meeting is on Wednesday, December 2, 2020 and will cover a range of topics. The City's consultants that are assisting in this effort, under the dierction of the task force members, have created an initital list of priority project locations, which the members intend to continue to refine and then address funding of them for repair. Another set of volutneers from the task force are working on the development of the City's first Stormwater Management Plan and a public education outreach campaign for the future, which is intended to provide property owners information and tools on how best to co-exist with a waterway on or near someone's lot. Place any valuables you may have in the trunk of your car or in back of a SUV, so they are not easy to see or access. Always lock your car, and with daylight ending earlier, park in lighted areas, whenever possible. These cautions are good to use anywhere, including many of the parks and trailheads located within the City of Wildwood. Be safe, and enjoy the outdoors this Fall.

SINGLE-STREAM RECYCLING

Since August 2019, Waste Connections has been the hauler for all residential properties in the City of Wildwood, which also has included the return of single-stream recycling. Single-stream recycling allows residents to place all recyclable materials in a single container for curbside pickup by the hauler. Waste Connection accepts glass, as part of the new recycling stream, so it can be placed in the toters for pickup. Any questions on recycling can be addressed by visiting the Waste Connections website, which can be reached by clicking on the following link: www.wasteconnections.com.

The City of Wildwood and Waste Connections have also retained two (2) of the locations that were made available as additional options for the drop-off of extra fiber materials and glass:

Bring your expired/unused prescription medications to City Hall during normal business hours (Monday through Friday - 8:00 a.m. to 5:00 p.m.) and deposit them in the take-back box. There is no need for any assistance from the police. This easy and safe approach keeps old or unused medications from the environment and out of the hands of children.

The Wildwood Area Lions Club has a drop-off box at Wildwood City Hall (16860 Main Street, 63040) for used eyeglasses and hearing aids that are provided to others that cannot access them for a number of reasons. Don't throw them away - please donate - and help others in need! 

The Wildwood Area Lions Club was chartered by Lions International and is a non-profit organization by the State of Missouri, circa June 2009. Lions Clubs support the Wildwood Area by providing assistance through actions and monetary funding. Lions International  has 1.35 million members in 205 countries and regions worldwide. The international foundation has awarded more than $700 million for humanitarian service projects worldwide and provides disaster relief, youth programs, and help to combat disabilities, where needed.

American Flag Disposal

The City of Wildwood accepts retired American flags for dignified disposal. Please bring worn flags to City Hall, 16860 Main Street, and leave them with the receptionist. All flags collected will be relinquished to the Boy Scouts of America for proper disposal. US Flags should never be placed in the trash.
