DEER TASK FORCE of the BOARD OF PUBLIC SAFETYThe Deer Subcommittee of Board of Public Safety has developed a draft Deer Management Plan, which has been presented to the Administration/Public Works Committee at its August meeting. The Committee reviewed the draft plan, and provided comments, questions, and requested additional information relative to the plan. The Deer Management Subcommittee has been requested by the Administration/Public Works Committee to provide the additional information and an updated draft plan to it at a future meeting. Now is the perfect time to submit your recipes for the City’s 25th Anniversary Community Cookbook. The cookbook will be offered digitally, for free, at the end of the year. We’ve organized the months into themes, or sections, but will accept any type of recipe all year.

Wildwood Town Center - 216 Plaza DriveSaturday, September 12, 2020: Another great day for purchasing fresh, locally grown and raised produce, meat, eggs, and more at the Wildwood Farmers Market! The market will be open this Saturday from 8:00 a.m. to 12:00 p.m. (Noon), and located in Town Center Area of the City, along Plaza Drive, west of Fountain Place (you can type the parking garage address 216 Plaza Drive into your favorite navigation app to help you find it). The market will run from May 23, 2020 to October 3, 2020. Be sure to follow the Wildwood Farmers Market on Facebook to see the weekly list of vendors that will be attending it, learn more about the vendors and their specialities, and receive other updates about its fun and educational activities. Given the COVID-19 Coronavirus and public health needs, special provisions will be in place to ensure everyone's safety, including social distancing, greater booth separation, and more. COVID-19 Operational Procedures and InformationCounty Executive's Office via St. Louis County Department of Health - (St. Louis County) - On Monday, July 27, 2020, County Executive Sam Page announced a series of new event, bar, and business restrictions, in response to rising COVID-19 cases within St. Louis County. These new restrictions went into effect on July 31, 2020, at 5:00 p.m., and are expected to remain in place for four (4) weeks. These new restrictions impact the following situations: limits gatherings and events to no more than fifty (50) people, reduces business occupancy limits back to 25% (previously 50%), orders all late-night service bars to close at 10:00 p.m., requires quarantine for those waiting for COVID-19 Coronavirus test results, and includes several other regulations pertaining to testing, healthcare, and education. MASKS AND THEIR ROLE IN BEATING BACK COVID-19Masks are recommended as a simple barrier to help prevent respiratory droplets from traveling into the air and onto other people, when the person wearing the mask coughs, sneezes, talks, or raises their voice. This barrier created by a mask is called source control. This recommendation is based on what the medical community knows about the role respiratory droplets play in the spread of the virus that causes COVID-19, paired with emerging evidence from clinical and laboratory studies that shows masks reduce the spray of droplets, when worn over the nose and mouth. COVID-19 spreads mainly among people who are in close contact with one another (within about 6 feet), so the use of masks is particularly important in settings, where people are close to each other, or where social distancing is difficult to maintain.- CDC recommends that people wear masks in public settings and when around people who don’t live in your household, especially when other social distancing measures are difficult to maintain.
- Masks may help prevent people who have COVID-19 from spreading the virus to others.
- Masks are most likely to reduce the spread of COVID-19, when they are widely used by people in public settings.
- Masks should NOT be worn by children under the age of 2 or anyone who has trouble breathing, is unconscious, incapacitated, or otherwise unable to remove the mask without assistance.

Closures of Park Facilities as of September 11, 2020All Streets in the Glencoe Area (around Glencoe City Park and Al Foster Memorial Trailhead and Trail) remain posted "No Parking." This restriction includes Washington Avenue, Grand Avenue, and 3rd Street.

Large Pavilion Area and North Parking Lot Picnic Area
within Community Park Now OpenThe large pavilion in Community Park is now open and can be reserved, while the new Phase 3 Area of Community Park re-opened on June 29, 2020. Social distancing is required. The gathering size is limited to no more than fifty (50) individuals within the large pavilion area and thirty (30) individuals in association with the two (2), smaller pavilion areas located within the new Phase 3 portion of the park. Face masks are required. Please practice these public health requirements, so everyone stays safe and healthy! |

Pavilion Rentals Now Being Accepted on a Limited Basis
Anniversary, Community, and Old Pond School ParksThe Anniversary Park's Pavilion, Community Park's Large Pavillion, Old Pond School Park's Pavilion, and the pavilions on the north end of Community Park, are all now open. The Community Park's largest pavilion on the south end of the park reopened on July 6, 2020. Playgrounds and permanent restrooms remain closed. Portable restrooms and wash stations are provided at all of these locations.
Please adhere to the following guidelines when using the pavilion:
- Social distancing is required by maintaining at least six (6) feet between yourself and other non-household members. If you notice this rule is not being followed, please call the St. Louis County Police – Wildwood Precinct - 636-458-9194.
- Avoid gathering with people you do not live with.
- Do not enter the facility if you are ill.
- Wearing face coverings is required, as of Friday, July 3, 2020.
- Cough or sneeze into your elbow.
- Washing hands or using hand sanitizer before entering the pavilion and after leaving is encouraged.
Please note: If you notice that other facility users exhibit symptoms of COVID-19, or you believe you have been exposed, please go home immediately and call the St. Louis County Public Health COVID-19 Hotline, at 314-615-2660, or contact your physician. The size of gatherings in association with these facilities is limited to no more than thirty (30) individuals for smaller venues, while fifty (50) people for the larger shelter in Community Park, under the revised public health orders that have been issued by St. Louis County. Wildwood's Dog Park Opened on Monday, June 22, 2020With changes to the requirements relating to the health and safety of the public regarding the COVID-19 Coronavirus, the City's Dog Park reopened on Monday, June 22, 2020 for use by registered residents and their canine friends. The rules for use reflect the current status of the St. Louis County Department of Public Health's direction in this regard and are provided below for your review:
Paws & Read We want to keep our dog park open, but need your help in keeping it safe for everyone. Given the nature of this facility, it is not being sanitized by the City. Please adhere to the following guidelines: Social distancing is required by maintaining at least 6 feet between and among all guests of this facility. If you notice this rule is not being followed, please call the St. Louis County Police – Wildwood Precinct: 636-458-9194. Do not enter if you or your dog are ill. RALLY FOR RETAIL IN WILDWOODIn partnership with its local businesses, the City has launched a new “Rally for Retail” Campaign to help support Wildwood retailers during the current environment.
Pure By Jen, a local Wildwood boutique, recommended this new effort in order to encourage community members to virtually “shop” at their favorite local brick-and-mortar stores by purchasing GIFT CARDS. Purchasing these online gift cards now will help to keep as many Wildwood retailers as possible in business, so that they can reopen their doors, when this crisis passes.

Takeout Tuesdays in WildwoodAs part of its new community outreach efforts due to the COVID-19 crisis, City Team Members are posting weekly campaigns on the City’s social media pages for “Takeout Tuesdays” (encouraging residents to pick up curbside and delivery) and “Rally for Retail Thursdays” (encouraging residents to purchase gift cards from local businesses). City officials will continue to post these reminders throughout the season. |

+++ A Different Option for Internet Service +++
Rural Areas of WildwoodWith the internet taking the forefront of many people's lives over the course of the COVID-19 pandemic, the City of Wildwood has received some very positive news from a local internet provider it has been working with since 2013. This company, Bays ET, now has access to AT&T's LTE Network, after a lengthy effort by Bays ET to obtain this opportunity. What does this mean for residents needing access to the high-speed internet? A LOT!
The access to this nationwide network is for internet only and, via a hotspot in your home, it provides a stronger signal that is more reliable and has greater coverage than any of the two (2) wireless providers can offer at this time - including the current Bays ET network. The speeds are to be 15 mbps download and 2 mbps upload and offered as a single package on a per month basis, on a much more robust network of improvements.
The new service will not only assist with the most affected areas Mayor Jim Bowlin has been pursuing to initiate service during the COVID-19 situation under Emergency Resolution 2020-11, but also significantly more of our rural areas beyond that list.

Rural Internet Access Committee (RIAC)
Interviews of Potential Providers have BegunThe City's Rural Internet Access Committee (RIAC) and consultant working with it on this effort, CTC Technology and Energy, have begun the interview process with at least two (2) companies this past week. In the interim, the City has prepared a list of providers that currently offer some level of service within the rural areas of the City. These providers include, but are not limited to, the following:
1. Bays ET – Wireless service (original)
2. Bays ET – Piggybacking on AT&T system of improvements, but only data
3. Bays ET – Fiber-to-the-Home (only to certain areas)
4. Wisper Internet – Wireless service (original)
5. AT&T Wireless – Mobile communication provider
6. Verizon – Mobile communication provider
7. T-Mobile/Sprint – Mobile communication provider 8. Other Mobile Providers – Boost, Cricket, Metro, Mint, and others. 9. Satellite – Different providers
10. Spectrum (Charter Communications)

+++ The Missouri Department of Economic Development has launched a new $30 million small business grant program, available to provide grants up to $50,000.00 per applicant to small businesses negatively impacted by COVID-19. Further, Ameren Missouri has also launched its own $500,000.00 relief fund for small businesses and nonprofits, offering a one-time $250.00 bill credit to those businesses that meet certain eligibility requirements.Federal Government News >>>+++ The US Small Business Administration (SBA) officially opened its forgiveness portal to lenders on August 10 for the Paycheck Protection Program (PPP), but many lenders have announced they’ll wait to apply until further guidance is released. +++ The US Small Business Administration (SBA), in consultation with the Treasury Department, has released detailed loan-level data for all 4.9 million loans completed under the Paycheck Protection Program (PPP), including business names, addresses, name of lender, jobs supported and loan amount ranges. +++ The SBA released a new set of Frequently Asked Questions (FAQ) on August 4, 2020 to help borrowers navigate the loan forgiveness process.+++ The US Small Business Administration (SBA) and the US Treasury released a revised, borrower-friendly, “EZ Version” of the Paycheck Protection Program (PPP) Loan Forgiveness Application. This newly revised Application will make it easier for small businesses to apply for PPP funds and receive forgiveness for loans received. $100 Billion remains available in PPP funds.+++ The American Institute of Certified Public Accountants (AICPA) has developed a new, free, automated forgiveness tool for small business owners who have received funds from the SBA Paycheck Protection Program (PPP). This tool will automatically fill out the forgiveness application and produce all government-required forms, thereby saving hours of manual work for any applicant going through the PPP loan forgiveness process. Local News >>>+++ As a r eminder, the City has issued a “Temporary Waiver of Special Event Permit Guidelines for Eating and Drinking Establishments in Wildwood." This waiver allows Wildwood restaurants, pubs, and coffee shops to expand outdoor seating and hold special events, and provides necessary guidelines and procedures for doing such. Written approval for the request is still required to be obtained from the St. Louis County Department of Public Health, as part of our review process. Several Wildwood restaurants have already applied and completed this process, including Wildwood Pub & Grill, Parkside Grille, and Big Chief Roadhouse. The signed Waiver, the full County Order and the City’s Special Event Permit Application, are available for download on the City’s website at the following link: www.cityofwildwood.com/specialeventwaiver. +++ Pursuant to Resolution #2020-11, Mayor Bowlin signed an Authorization allowing a “Temporary Waiver of Special Event Permit Guidelines for Eating and Drinking Establishments in Wildwood”. This will allow Wildwood restaurants, pubs and coffee shops to expand outdoor seating and hold special events, and provides necessary guidelines and procedures for doing such. Several Wildwood restaurants have already applied and completed this process, including Wildwood Pub & Grill and Parkside Grille.+++ Wildwood Workspaces (a new tech-focused coworking space at 16759 Main Street, Suite 205) will now begin to offer daily membership options, in order to better serve Wildwood residents struggling to work from home during COVID-19, and those students participating in virtual classrooms. This action was recommended by the City’s Economic Development Committee of the Wildwood City Council. +++ Last week, Vail Resorts announced its Winter Operating Plan for the 2020/21 Season, including required physical distancing/face coverings, a new reservation system, and estimated opening dates for each of its 34 properties, including Hidden Valley Ski Resort in Wildwood. Hidden Valley Ski is currently slated to open for its Winter Ski Season on December 19, 2020. +++ Letty Lou’s Café and Diner is nearing completion of their interior construction and is looking forward to re-opening for business now in early September City of Wildwood Team Members shared several photos of its progress to the City’s Facebook Page yesterday, so please take a look yourself. +++ A new Farmers Insurance Agency has signed a lease for a new professional office at 2638 Highway 109, in the Westridge Office Centre. +++ A new tenant has finalized lease terms for the former optometrist space at 16978 Manchester Road, in the Cherry Hills Square. +++ Lindell Bank announced that it plans to close on its purchase of Rockwood Bank on September 30, 2020, and will begin re-branding each of the four (4) branches (including Wildwood) in Spring 2021. Lindell Bank agreed to purchase Rockwood Bank in January 2020.
+++ Given the impact of COVID-19 on the small business community, the City will be rolling out a new Small Business Spotlight Video Series on the City’s social media channels. All Wildwood businesses have been invited to participate, and ten (10) businesses have already begun work to provide videos.
+++ The City compiled an updated list of Wildwood restaurant information and available services during COVID-19 (including dine-in, outdoor seating, curbside, and delivery options) and posted it to the City’s social media earlier this week.
+++ The Wildwood Business Association's (WBA) September Social will be held on Thursday, September 17, 2020, at 6:00 p.m., at Wildwood Workspaces, a new tech-focused coworking space at 16759 Main Street, Suite 205.
+++ At its meeting on September 8, 2020, the City’s Planning and Zoning Commission approved a recommendation to allow Fick Supply Service, Inc. to expand its business at 501 North Eatherton Road through the additon of ten (10) acres to its current property. The Commission will be asked to provide a final vote on this request at its next meeting, which will then be forwarded to the City Council for its consideration.

Manchester Road Streetscape - Phase 3 - In Final Stages!Work on the final phases of the Manchester Road Streetscape Project is now underway, with the installation of new medians in the center of the roadway, landscaping, and other planting features. Thereafter, a number of additional finish items remain to be completed, including completion of final grading and construction of other improvements to improve access from Manchester Road to the abutting properties. ASPHALT RESURFACING PROGRAM TO BEGIN in FALLThe following public streets are scheduled for resurfacing this Fall: - Fox Creek Road - from State Route 100 to the Wildwood City Limit;
- St. Paul Road - from the Wildwood City Limit to Kiefer Creek Road to Ridge Road;
- Orrville Road - from Shepard Road to Eatherton Road; and
- Viola Gill Lane - from Manchester Road to new pavement @ Wildwood Trails.

Green Pines Park - Ward FiveWork continues on this new park property that is located at the terminus of Pond Grover Parkway, at its intersection with Green Pines Drive. The focus of the work over the last couple of weeks has been completing all of the utility relocations and installations, while also beginning the following improvements: - Playground equipment;
- Stormwater improvements;
- Footings and foundations for main shelter, restroom, and mini-shelters;
- Curbing for the two (2) playground nodes;
- Screen wall for buffering nearby residents from parking area; and
- Shade structures in playground nodes.
The work on this park will continue through the upcoming Fall Season. |

Maintenance Work Underway
on Wildwood Greenway Trail CorridorsTrail maintenance is nearing completion on several asphalt sections within the City. The maintenance effort that is taking place will address cracks in the asphalt trails, both large and small. Each trail section is blocked at both ends on the days the trail is under repair. Please avoid these trail sections, when the maintenance teams are on-site. The remaining trail section to be completed is the Monarch-Chesterfield Levee Trail, from Centaur Road to Howell Island Conservation Area. |

Eatherton Road Bridge Replacement Project
*** Bridge is NOW OPEN ***
(Located between State Route 109 and Wild Horse Creek Road)The project replaced an existing sub-standard bridge, between State Route 109 and Wild Horse Creek Road (State Route CC), with a new bridge structure that consists of two (2), eleven (11) foot driving lanes, with four (4) foot shoulders. “Yoga in the Park” @ Community Park In this class, the basic foundational yoga postures are practiced to align, strengthen, and promote flexibility in the body. Breathing techniques and meditation are also integrated. You can expect an emphasis on simplicity, repetition, and ease of movement. This class is for all levels of yoga.

SENIOR YOGA CLASS ... THE DETAILSThese sessions are now virtual and accessible online from the comfort of your own home. You must register one (1) day in advance of the class date and have a valid e-mail address.

Wildwood Yoga & Wellness will be using ZOOM for these classes. Wildwood Yoga & Wellness will send out a link for your registered class. Also, please remember that if you cannot attend the class LIVE, you still can still sign up and a recorded link will be forwarded to you for the class, which is valid for twenty-four (24) hours.
This class is FREE for Wildwood residents, and only $5.00 for non-residents, age 60+!
The class will use chairs and other props to ensure that the benefits of yoga are accessible to students of varying degrees of strength, balance, and flexibility. Seniors will practice basic yoga poses, while exploring the openness that comes with combining breath with movement. MANAGING OUR STREET TREE ASSETS
IN THE CITY OF WILDWOODHave you noticed lately an unhealthy or dead street tree* in your neighborhood? The City has created a simple form for you to use to report unhealthy and dead street trees,* whenever you spot one: https://www.cityofwildwood.com/…/Dead-Trees-or-Limbs-Down-56. You can also report a tree by calling City Hall, at 636-458-0440.
This form will come in handy (unfortunately) because the City is now experiencing the predicted and widespread impacts of the invasive Emerald Ash Borer (EAB) on Ash Trees in Wildwood. The EAB is an invasive beetle that targets Ash Trees and destroys their vascular system, leading to their eventual deaths. The City has identified around 900 Ash Street Trees* that will eventually be killed by this pervasive pest. These Ash Street Trees are located in neighborhoods all around Wildwood, so we'll need your help reporting them, when they become unhealthy or dead.

<<< Stormwater Runoff and Erosion Issues >>>At the task force's last meeting on August 26, 2020, the members made progress on several fronts and will be moving forward creating a Stormwater Master Plan for all of Wildwood. Addditionally, the grouping of volunteers were revised and now two (2) subcommittees exist to focus on the core goals of the Task Force, which are identifying critical locations for repair/restoration, developing of the aforementioned plan, providing public education, and developing funding mechanisms. The Task Force is committed to creating a workable approach to solving erosion issues in the City's nine (9) total watersheds. For the latest information on upcoming meetings of the task force, please check the City's on-line calendar for the cancellations and scheduling news. |

BOY SCOUTS ASSISTING
WATERSHED EROSION TASK FORCESCOUTS WILL BE OUT THIS SATURDAY, SEPTEMBER 12, 2020In an effort to better understand the conditions of the City's nine (9) watersheds, it is calling on some reinforcements to help ... the Boy Scouts. These volunteers will receive specific training on creek observations and work in pairs, with adults, to identify and assess key issue areas within these creeks. This effort is being led by Dr. David Hammer, Dr. Kenneth Remy (Ward 3 Councilperson), and Rick Archeski, with support from the Watershed Erosion Task Force. The Boy Scouts will first visit a healthy stream area and then compare it to another that is in distress. Besides helping the City in this regard, the Boy Scouts can earn Merit Badges for this effort. A real win-win! A thanks to Ken McGohan, of the Boy Scouts, for his help in organizing this effort. |

SINGLE-STREAM RECYCLINGSince August 2019, Waste Connections has been the hauler for all residential properties in the City of Wildwood, which also has included the return of single-stream recycling. Single-stream recycling allows residents to place all recyclable materials in a single container for curbside pickup by the hauler. Waste Connection accepts glass, as part of the new recycling stream, so it can be placed in the toters for pickup. Any questions on recycling can be addressed by visiting the Waste Connections website, which can be reached by clicking on the following link: www.wasteconnections.com.
The City of Wildwood and Waste Connections have also retained two (2) of the locations that were made available as additional options for the drop-off of extra fiber materials and glass:> Anniversary Park - 16511 Clayton Road (63011)

Eyeglasses and Hearing Aids - Drop-Off Box @ City HallThe Wildwood Area Lions Club has a drop-off box at Wildwood City Hall (16860 Main Street, 63040) for used eyeglasses and hearing aids that are provided to others that cannot access them for a number of reasons. Don't throw them away - please donate - and help others in need!
The Wildwood Area Lions Club was chartered by Lions International and is a non-profit organization by the State of Missouri, circa June 2009. Lions Clubs support the Wildwood Area by providing assistance through actions and monetary funding. Lions International has 1.35 million members in 205 countries and regions worldwide. The international foundation has awarded more than $700 million for humanitarian service projects worldwide and provides disaster relief, youth programs, and help to combat disabilities, where needed. |

American Flag DisposalThe City of Wildwood accepts retired American flags for dignified disposal. Please bring worn flags to City Hall, 16860 Main Street, and leave them with the receptionist. All flags collected will be relinquished to the Boy Scouts of America for proper disposal. US Flags should never be placed in the trash. |
