RALLY FOR RETAIL IN WILDWOODIn partnership with its local businesses, the City is launching a new “Rally for Retail” Campaign to help support Wildwood retailers during the current environment. Pure By Jen, a local Wildwood boutique, recommended this new effort in order to encourage community members to virtually “shop” at their favorite local brick-and-mortar stores by purchasing GIFT CARDS. Purchasing these online gift cards now will help to keep as many Wildwood retailers as possible in business, so that they can reopen their doors, when this crisis passes. A list of those businesses offering gift cards is posted on the COVID-19 Page of the City's website at the following link for your use - https://www.cityofwildwood.com/1977/Rally-for-Retail. Thank you for shopping local and supporting our Wildwood retailers!

+++ New Option for Internet Service +++ Rural Areas of WildwoodWith the internet taking the forefront of many people's lives over the course of the COVID-19 pandemic, the City of Wildwood has received some very positive news from a local internet provider it has been working with since 2013. This company, Bays ET, now has access to AT&T's LTE Network, after a lengthy effort by Bays ET to obtain this opportunity. What does this mean for residents needing access to the high-speed internet? A LOT! The access to this nationwide network is for internet only and, via a hotspot in your home, it provides a stronger signal that is more reliable and has greater coverage than any of the two (2) wireless providers can offer at this time - including the current Bays ET network. The speeds are to be 15 mbps download and 2 mbps upload and offered as a single package on a per month basis, on a much more robust network of improvements. The new service will not only assist with the most affected areas Mayor Jim Bowlin has been pursuing to initiate service during the COVID-19 situation under Emergency Resolution 2020-11, but also significantly more of our rural areas beyond that list. This new service from Bays ET is planned to be available starting in June. For more information, please contact Bays ET by email to learn more about the available package, costs, and next steps. Customers interested in getting the new service can pre-signup at http://signup.bays-et.net/. This link will take you to a quick and simple service request form.

+++ On the Wildwood Business Scene ++++++ This week, the Federal Reserve Board expanded its $600 billion Main Street Lending Program to serve much smaller businesses. This program now has lower loan limits, with a minimum size of $250,000.00, down from a $500,000.00 minimum previously announced in May. Terms have also been lengthened from four years to five years, hoping to make this program more appealing and user-friendly for small businesses.+++ St. Louis County closed their application window for the new Small Business Relief (“SBR”) Grant program on May 31, 2020. Over 3,700 applications were submitted to St. Louis County during the application window (all listed on the County’s website, linked here). District 7 County Councilman Mark Harder will review the applications submitted for West St. Louis County and provide recommendations for funding. St. Louis County expects to approve and distribute all grant funds later this month.+++ The Paycheck Protection Program (PPP) Flexibility Act was signed into law last Friday, June 5, 2020. This bill: i) extends the “covered” period under which small businesses can spend their PPP loan proceeds from eight (8) weeks to twenty-four (24) weeks, or until December 31, ii) removes the limits on loan forgiveness for small businesses that were unable to rehire employees, hire new employees or return to the same level of business activity pre-pandemic, and iii) expands the 25% cap to use PPP funds on nonpayroll expenses (rent, mortgage interest, utilities) to 40% of the total loan, lowering the 75% requirement for payroll to 60%. This bill makes PPP funds much more desirable and business-friendly, especially for small businesses in the retail and hospitality industry. $130 Billion remains available in PPP funds, and the deadline to submit applications is June 30, 2020. Lastly, the US Small Business Administration (SBA) and the US Treasury are now working to develop a modified borrower application form and a modified loan forgiveness application to make it easier for small businesses to apply for PPP funds and receive forgiveness for loans received.+++ Milk & Honey is now open at their new expanded location at 16765 Main Street.
+++ Letty Lou’s Café and Diner has shared its intent to re-open for business in early July 2020 and are looking forward to getting back to work!+++ The Wildwood Business Association (WBA) is donating meals to the Wildwood Police Precinct every night this week from six (6) local restaurants, as a way to say thank you for the extra hours our officers have put in this week to patrol the area and protect our citizens. The WBA is accepting donations to help cover costs via PayPal at treasurer@wildwoodba.org. +++ In accordance with Mayor Bowlin’s Emergency Order to allow Wildwood restaurants, pubs, and coffee shops to expand outdoor seating and hold special events, two (2) of our Wildwood restaurants have requested to host special events in the next few weeks. Big Chief Roadhouse is requesting to host new drive-in movie nights in its rear parking lot, with audio transmitted via an FM radio station in people’s cars. Parkside Grille is requesting to host a small, 2-man live band on its outdoor patio on Saturday/Sunday, with patrons watching from their cars in the parking lot. Check these businesses' websites for more details.
+++ Pursuant to Resolution #2020-11, Mayor Bowlin signed an Authorization allowing a “Temporary Waiver of Special Event Permit Guidelines for Eating and Drinking Establishments in Wildwood”. This will allow Wildwood restaurants, pubs and coffee shops to expand outdoor seating and hold special events, and provides necessary guidelines and procedures for doing such. Several Wildwood restaurants have already applied and completed this process, including Wildwood Pub & Grill and Parkside Grille.

Rural Internet Access Committee (RIAC) Five (5) Responses to Request for Proposals (RFP) Received The City's Rural Internet Access Committee (RIAC) recommended at the end of 2019 the City Council that it should consider the issuance of a Request for Proposals (RFP) that would seek responses from providers of high-speed internet services on how best to address this matter for the community. The Request for Proposals (RFP) was supported by City Council and ultimately prepared by CTC Technology & Energy, the same firm that had undertaken a review process on the best approaches for service extensions of high-speed internet access to the rural areas of Wildwood. On Thursday, January 2, 2020, the Request for Proposals (RFP) was issued. To review this document, please click on the following link - Internet Access Request for Proposals (RFP).Seven (7) respondents to the City's Request for Proposals (RFP) submitted Letters of Intent, with five (5) of these companies meeting the May 14, 2020 deadline for responses to it. The respondents include the following companies: Bays ET, Design Nine (now Wide Open Communications), MetroNet, Spectrum, and Wisper ISP. These responses will now be reviewed by the Rural Internet Access Committee (RIAC) and the City 's consistent (CTC Technology and Energy), with an intent to provide a recommendation to City Council for action in 2020. If you have any questions or comments about this Request for Proposals (RFP), or the earlier report of this consultant on the eight (8) approaches to extend high-speed internet to certain areas of this community, please contact the Department of Planning at (636) 458-0440. CONSTRUCTION PROJECTS UPDATE - Public Works
Manchester Road Streetscape - Phase 3 - UnderwayThe project's boundaries are from the Taylor Road Roundabout to Eatherton Road. Major improvements to the existing roadway include sidewalks and dedicated bicycle lanes. All utility relocations are complete.
Work is now focusing on the installation of flatwork for the new pedestrian improvements, access areas, and roadway enhancements. Much of this work is utilizing pervious pavement materials to better manage stormwater runoff and follow the City's goals to apply "best management practices" in all of its projects to protect the environment, including or creeks, streams, and ephemeral drainageways. The City's contractor (Gershenson Construction) continues to make good progress on all fronts.
Thereafter, other phases of the project will then begin in their planned sequences and cause certain delays on Manchester Road, through their construction cycles as well. This work is scheduled to minimize delays, but inevitably traffic flow in this project area will be slow at certain times due to the nature of the work. Thank you for understanding. When in this area, please travel slowly for the safety of all.

<<< Stormwater Runoff and Erosion Issues >>>The Task Force will meet via ZOOM Webinar Platform on Wednesday, June 17, 2020, please join us at 6:30 p.m. (this week)
Many of the volunteers that serve on the Watershed Erosion Task Force are out in the creeks walking them and assessing their health and problem areas for further study as well. If you see someone in the creek by your home, a City Task Force Member will have a Wildwood-issued Identification Card with them that they can present to you. This field work is vital to the success of the Critical Location Identification Process of the Task Force, so we hope their appearances are agreeable to landowners near these creeks. Oh, by the way, you can help too! Many of you who live along the City's system of creeks, drainageways, and/or floodplains should have received a survey asking for your input about these conditions. The members of this Task Force need this information to develop its plan, with steps and solutions. To report a problem on your property, or near you, and complete the form, please click on this link: https://www.cityofwildwood.com/formcenter/watershed-erosion-task-force-20/erosion-reporting-form-122. This information will help the task force as its members work toward understanding the extent of problems, priority areas, and fixes for the future. For the latest information on upcoming meetings of the task force, please check the City's on-line calendar for the latest cancellations and scheduling news.
Many residents have reported issues with stormwater runoff and erosion, with the numerous storm events the City has experienced this past spring and summer. These reports range from water in backyard areas, to overflowing ditches and creeks, to impassable roadways. The City is attempting to understand all of these concerns. Along with addressing and/or responding to these issues, the City Council formed a Watershed Erosion Task Force to study causes, identify issues, and develop a plan to address them in the future.

It has been a major goal of the City to enhance citizen communications and input, and it hopes the e-newsletter has been an effective communication tool. However, the City is only reaching a small portion of the population and would like to reach many more of our citizens. While not everyone wishes to receive yet another weekly e-mail, it is likely many citizens are unaware that the City’s weekly e-newsletter exists. Therefore, the City is asking for your assistance in sharing this opportunity to stay informed about Wildwood. The following link will take you directly to the Subscription Section of the City Website: www.cityofwildwood.com/list.aspx. Through this link, you can subscribe to the weekly e-newsletter, as well as sign up for Traffic & Weather Alerts, News Flashes, and many other City notifications. The City would also ask that you forward this notice to friends and family, or share through social media sites, and let’s see if we can grow our subscriber base and keep the citizens of our great community well-informed.
