A request for a Conditional Use Permit (CUP) in the R-3 10,000 square foot Residence District, with an associated Planned Environment Unit (PEU), for the installation of roof-mounted solar panels, which are to be so situated on the subject dwelling as to be visible from the adjoining roadway, with such being located on the west side of Winter Leaf Drive, west of its intersection with Forest Leaf Parkway (Street Address: 16541 Winter Leaf Drive/St. Louis County Locator Number: 23V330105). This request is to be reviewed in accordance with Chapter 415.140 R-3 10,000 square foot Residence District Regulations of the City of Wildwood Zoning Ordinance, which establishes standards and requirements for the installation of solar panels. The requested permit is required due to the panels’ placement on the front facing area of the dwelling’s roof, thereby causing them to be visible from the adjoining roadway. (Ward Five)

A request for the consideration of modifications to the City’s Code of Ordinances, specifically Chapter 415.450 Outdoor Lighting Requirements, which would add additional regulations to address aesthetic lighting sources that create a nuisance glare, loss of night sky, or trespass, inclusive of a low-voltage types, given such is currently less regulated of all of the luminaires that are currently identified therein. P.Z. 20-23 City of Wildwood Planning and Zoning Commission c/o Department of Planning, 16860 Main Street, Wildwood, Missouri 63040 –

A request to review and consider the possible addition of a new section to the City of Wildwood’s Zoning Ordinance, Chapter 415.400 Sign Regulations - General, Section G – Wayfinding Signs, which would allow for the placement of these types of representations upon publicly-held lands, rights-of-way, and/or easements, with such being limited to locations abutting arterial roadways, as defined by the Master Plan’s Transportation Element. 1.

A recommendation report of the Planning and Zoning Commission regarding its consideration and action relative to P.Z. 20 and 21-22 Greenberg Development Company, L.L.C. [Wildwood GBK, L.L.C.], P.O. Box 486, Wildwood, Missouri 63038;

on certain requests received from the developers of this project seeking modifications to the 2nd Amended C-8 Planned Commercial District/Amended C-8 Planned Commercial District, with a Conditional Use Permit (CUP)/C-8 Planned Commercial District,; to accommodate alterations to the preliminary design components of this major mixed-use development; southwest corner of Taylor Road and Main Street (Street Addresses: 16700, 16720, 16727, 16780, and 16795 Main Street/St. Louis County Locator Numbers: 23V310561, 23V310570, 23V310581, 24V630303, and 24V630312); thereby allowing for greater latitude in building design and placement. A request of the Department of Planning that seeks the Planning and Zoning Commission’s authorization to post for a public hearing a matter relating to the City’s Architectural Review Board (ARB) and its continued role in the City’s land use and development processes. (Wards - All)

A recommendation of the Department of Planning upon a request to amend the approved Site Development Plan (SDP) for St. Louis County’s P.C. 39-94 The Grover Company; Amended C-8 Planned Commercial District; north side of Manchester Road, west of the Taylor Road Roundabout (St. Louis County Locator Number: 24V540163/Street Address: 16917 Manchester Road); which would allow the extent of fencing in the rear yard area of the property to be expanded and inclusive of all boundaries. A recommendation report by the Department of Planning to the Planning and Zoning Commission in association with a Site Development Plan (SDP) that was approved by the City, as part of the Conditional Use Permit (CUP) that was granted for P.Z. 15-17 Babler Farms, L.L.C., c/o Tom Roberts, 550 Laurey Lane, Wildwood, Missouri 63005;

NU Non-Urban Residence District, with Conditional Use Permit (CUP); terminus of Laurey Lane, south of Wild Horse Creek Road (20X630015 and 20X630024/500 and 550 Laurey Lane); which supports the recording of the permit’s conditions and associated legal descriptions of the subject sites, without meeting all of the requirements the Planning and Zoning Commission established, when it approved the Site Development Plan (SDP) for this large water feature and associated waterfall structure. (a.)      P.Z. 7-10 Whispering Oaks Health Care Facility – Naren Chaganti (Registered Agent) c/o City of Wildwood, Department of Planning, 183 Plaza Drive, Wildwood, Missouri – A compliance review of an Amended Conditional Use Permit (CUP) in the NU Non-Urban Residence District (P.C. 95-94 St. Louis County Zoning), which authorizes a one hundred eighty-three (183) bed skilled nursing facility upon a 10.93 acre tract of land located on the north side of Ridge Road, west of St. Paul Road (Locator Number 25T210089/Street Address: 1450 Ridge Road), to determine if the facility has been operating in violation of the Conditional Use Permit and, if so, to consider appropriate sanctions, up to and including revocation of the permit. This request is to be reviewed in accordance with Chapter 415.090 NU Non-Urban Residence District Regulations of the City of Wildwood Zoning Ordinance, which establishes standards and requirements for the installation of solar panels. The requested permit is required due to the proposed solar panels being of a ground-mounted design type. (Ward Six) Action to Remove from Active Agenda of the Planning and Zoning Commission.

(a.)      P.Z. 25-23 Solis Real Estate, L.L.C., c/o Dustin Snyder 18944 St. Albans Road, Wildwood, Missouri 63038 – A request for a Conditional Use Permit (CUP) in the NU Non-Urban Residence District to accommodate the use of the subject property, which is located on the south side of St. Albans Road, west of State Route 100 (Street Address: 18944 St. Albans Road/St. Louis County Locator Number: 23Y220108), and over five (5) acres in size, for the purposes of authorizing agricultural activities, specifically the research and development of products that are to be sold with the intent to increase their yields, improve their drought-resistance, encourage the use of less soil additives, and/or promote other common goals relative to growth in food production. These activities will occur in a controlled environment, including greenhouses and other buildings or structures. Proposed Use: Research and development of agricultural products not intended for retail sale via an on-site salesroom or within a traditional laboratory setting. (Ward Six)


(b.)      P.Z. 13-23 Union Electric Company d/b/a Ameren Missouri, 1901 Chouteau Avenue, MC 700, St. Louis, Missouri, 63103, c/o Susan Storie, Cellective Solutions, L.L.C., 340 Marshall Road, Valley Park, Missouri 63088 – A request for a Conditional Use Permit (CUP) within the NU Non-Urban Residence District for a 14.68 acre tract of land, for which a portion of this lot is to be utilized for a monopole type of telecommunications facility, along with associated enclosed equipment area. This tract of land is generally located on the south side of St. Albans Road (State Route T), west of its intersection with State Route 100 (Street Address: 18824 St. Albans Road/St. Louis County Locator Number: 24Y630140). Proposed Use: A one hundred ninety-nine (199) foot telecommunications tower and related equipment area. Again, the tower is proposed to be a monopole type, with exterior antenna arrays. (Ward Six)

This request is to be reviewed in accordance with Chapter 415.110 R-1 One Acre Residence District Regulations of the City of Wildwood Zoning Ordinance, which establishes standards and requirements for the installation of solar panels. The requested permit is required due to the panels’ placement on the side facing area of the roofs of the dwelling, and would be visible from the adjoining roadway. (Ward Two)


IV.        Correspondence Items – One (1) Item

  1. P.Z. 1 and 1a-99 W..J. Byrne Builders, Inc., 3112 Shady Glen Estates Drive, Wildwood, Missouri 63038 -A request to amend existing Planned Residential Development Overlay District Ordinance #1189 to accommodate changes associated with a redesign of this residential subdivision that was originally approved for twenty-three (23) total units, on individual lots, to be located on a 18.33 acre tract of land, which is located on the north side of Strecker Road, east of Englebrook Drive (Locator Numbers 22U240024, 22U330031, and 22U330062 /Street Addresses 177 Strecker Road, 165 Strecker Road, and 173 Strecker Road). The modifications reflect changes to the site due to environmental considerations relating to a restrictive covenant approved and signed between the property owner and the United States Environmental Protection Agency (EPA), which has necessitated changes to its previously approved design.
