A request to review amendments to regulations and requirements contained in Chapter 415 of the Zoning Ordinance of the City of Wildwood, Missouri, pertaining to roof-mounted solar panels or other roof-mounted solar energy systems within the residential zoning districts (“R” Districts) and the “NU” Non-Urban Residence District, including, but not limited to, their installation in a manner where they are visible from an adjoining or adjacent roadway, and the procedures for their approval. (Wards – All)

Letters of Recommendation: Two (2) Items for Consideration

a.

P.Z. 8-22 2418 Eatherton Road, c/o Michael Meiners, St. Charles Engineering and Survey, Inc., 801 South 5th Street, Suite 202, St. Charles, Missouri 63301 –

A request for a change in zoning from the NU Non-Urban Residence District to the R-3 10,000 square foot Residence District upon a property that is 0.72 acres in size, which is located on the east side of Eatherton Road, north of its intersection with Crestview Drive (Locator Number: 23V210063/Street Address: 2418 Eatherton Road). The subject property is designated the ‘Neighborhood General’ District under the current Town Center Regulating Plan, as adopted by the Planning and Zoning Commission on June 7, 2021. (Ward Eight)

b.

P.Z. 11-22 Thomas Downey, 2638 Wynncrest Falls Drive, Wildwood, Missouri 63005, c/o StraightUp Solar, 11693 Lilburn Park Road, St. Louis, Missouri 63146 –

A request for a Conditional Use Permit (CUP) in the R-1A 22,000 square foot Residence District – with a Planned Residential Development Overlay District (PRD) – (Street Address: 2638 Wynncrest Falls Drive/Locator Number: 21U210370), for the installation of roof-mounted solar panels, which are to be so situated on the dwelling as to be visible from the adjoining roadway. This request is to be reviewed in accordance with Chapter 415.120 R-1A 22,000 square foot Residence District Regulations of the City of Wildwood Zoning Ordinance, which establishes standards and requirements for the installation of solar panels. The requested permit is required due to the panels’ placement on the front facing area of the roofs of the dwelling, thereby causing them to be visible from the adjoining roadway. (Ward Two)

Information Reports: Three (3) Items for Consideration

a.

P.Z. 14-22 18443 Rieger Road, c/o Kevin Calzada, 18443 Rieger Road, Wildwood, Missouri 63005 –

A request for a change in zoning from the PS Park and Scenic District to the NU Non-Urban Residence District upon a parcel of ground that is 4.36 acres in size, which is located on the north side of Rieger Road, west of its intersection with Shiloh Valley Drive (Street Address: 18443 Rieger Road/St. Louis County Locator Number: 22X440070). The property was previously part of Babler State Park, but was sold into private ownership by the State of Missouri. Such sale, and now the property’s use for residential purposes, necessitates the request for zoning change to address its legal, but non-conforming status. (Ward One)

b.

P.Z. 15-22 Glenn Scott, 16245 Wynncrest Ridge Court, Wildwood, Missouri 63005, c/o Helio Solar Power, 1017 South Vega Street, Alhambra, California 91801 –

A request for a Conditional Use Permit (CUP) in the R-1A 22,000 square foot Residence District – with a Planned Residential Development Overlay District (PRD) – (Street Address: 16245 Wynncrest Ridge Court/Locator Number: 21U240557), for the purpose of installing of roof-mounted solar panels, which are to be so situated on the dwelling as to be visible from the adjoining roadway. This request is to be reviewed in accordance with Chapter 415.120 R-1A 22,000 square foot Residence District Regulations of the City of Wildwood Zoning Ordinance, which establishes standards and requirements for the installation of all solar panels. The requested permit is required due to the panels’ placement on the front facing area of the roofs of the dwelling, thereby causing them to be visible from the adjoining roadway. (Ward Two)

c.

P.Z. 10-22 City of Wildwood Planning and Zoning Commission c/o Department of Planning, 16860 Main Street, Wildwood, Missouri 63040 – A request for the Planning and Zoning Commission to consider potential changes to Chapter 420 Subdivision and Development Regulations of the City of Wildwood’s Code of Ordinances, for the purposes of evaluating the current timeframe for recording an approved Record Plat, which is no more than sixty (60) days after final action by the City Council. (Wards – All)

VIII.

New Business – Correspondence Items – Three (3) Items for Consideration

1.

A request for the on-going operation of an existing telecommunications tower and facility authorized by P.Z. 25-97 Sprint Spectrum, L.P. (Marianist Retreat Center); Conditional Use Permit (CUP) in the NU Non-Urban Residence District; east side of State Route 109, south of Old State Road; under a one (1) year renewal allowed by the existing conditions of this site-specific permit. (Ward Six)

2.

Approval of the Planning and Zoning Commission’s action upon the City’s Five (5) Year Capital Improvement Plan, as required by Chapter 89 of the Missouri Revised Statutes, which states this administrative body must review and act on this planning program, so as to ensure consistency with the City’s Master Plan. (Wards – All)

3.

A response to communication from Elizabeth Gray, Gershman Commercial Real Estate, 150 North Meramec Avenue, St. Louis, Missouri 63105, which is dated October 5, 2022, regarding St. Louis County’s 50A-77 The Jones Company (Village Plaza);

Amended C-8 Planned Commercial District (“Town Center Workplace District” Land Use Designation); northwest corner of State Route 100 and Westglen Farms Drive (Street Addresses: 16415 and 16419 Village Plaza View Drive/Locator Numbers: 23U140657 and 23U140639); which seeks a modification to the site-specific governing ordinance that would authorize the use of internally illuminated business signs at this existing commercial plaza, versus the current requirement of external or back-lit  sources of illumination only, as set forth in the Town Center Plan. (Ward Four)

IX.

Site Development Plans - Public Space Plans - Record Plats – Two (2) Items for Consideration

1.

A recommendation report of the Department of Planning on a Site Development Plan Set for P.Z. 11-20 Monarch Fire Protection District, c/o FGM Architects Inc., One Metropolitan Square, Suite 1945, St. Louis, Missouri 63102;

subject site is located at the southwest corner of Wild Horse Creek Road and Eatherton Road; NU Non-Urban Residence District, with a Conditional Use Permit (CUP); which endorses the Planning and Zoning Commission’s final action on the plan set, which would allow the construction of a new fire station, with living quarters and offices, on this three (3) acre site. (Ward One)

2.

A recommendation report by the Department of Planning on a Site Development Plan Set for P.Z. 9-20 New Cingular Wireless PCS, L.L.C. d/b/a AT&T Wireless, 1025 Lenox Park Boulevard NE, 3rd Floor, Atlanta, Georgia 30319, c/o Matt Schlichter, Network Real Estate, L.L.C., 5055 State Route N, St. Charles, Missouri 63304;

subject site is generally located on the northwest side of Shepard Road, at its intersection with State Route 109; Conditional Use Permit (CUP) within the NU Non-Urban Residence District; which endorses the installation of a one hundred ninety-five (195) foot telecommunications tower and related equipment area (monopole type, with exterior antenna arrays) on this 12.3 acre tract of land. A request for the adoption of the Planning and Zoning Commission’s 2023 Calendar of meeting dates. (Wards – All)

Withdrawal by the petitioner of P.Z. 23 and 23a-21 Westridge Commons, McBride Berra Land Company, LLC., c/o Jeannie M. Aumiller, 17415 North Outer Forty Road, Chesterfield, Missouri 63005 -

A request for a modification from the ‘Workplace District’ Designation of the Town Center Regulating Plan to the ‘Neighborhood General’ District, on a 2.51 acre tract of land, all being located on the north and south sides of New College Avenue, between State Route 109 and West Accompanying the aforementioned Regulating Plan modification is a request for a change in zoning from the Amended C-8 Planned Commercial District (P.Z. 14-01 McLain Partners) to the R-6A 4,000 square foot Residence District, with a Planned Residential Development Overlay District (PRD), for the same tract of land.
