Action Items on Tonight’s Agenda: Two (2) Public Hearings, Six (6) Letters of Recommendation, Two (2) Information Reports, Four (4) Correspondence Items, and One (1) Amended Site Development Plan Recommendation.
A request for a Conditional Use Permit (CUP) in the NU Non-Urban Residence District to accommodate the use of the subject property, which is located on the south side of St. Albans Road, west of State Route 100 (Street Address: 18944 St. Albans Road/St. Louis County Locator Number: 23Y220108), and over five (5) acres in size, for the purposes of authorizing agricultural activities, specifically the research and development of products that are to be sold with the intent to increase their yields, improve their drought-resistance, encourage the use of less soil additives, and/or promote other common goals relative to growth in food production. These activities will occur in a controlled environment, including greenhouses and other buildings or structures. Proposed Use: Research and development of agricultural products not intended for retail sale via an on-site salesroom or within a traditional laboratory setting. (Ward Six)
A request to review and consider the possible addition of a new section to the City of Wildwood’s Zoning Ordinance, Chapter 415.400 Sign Regulations - General, Section G – Wayfinding Signs, which would allow for the placement of these types of representations upon publicly-held lands, rights-of-way, and/or easements, with such being limited to locations abutting arterial roadways, as defined by the Master Plan’s Transportation Element. (Wards One, Four, Five, Seven, and Eight)
A request for a change in zoning from the NU Non-Urban Residence District to the R-6A 4,000 square foot Residence District (Town Center “Neighborhood General District”), with a Planned Residential Development Overlay District (PRD), for a 6.9 acre tract of land located at the southeast corner of Eatherton Road and Crestview Drive (Locator Numbers: 23V210140, 23V210151, 23V210021, and 23V220022/Street Addresses: 2442, 2448, 2454 Eatherton Road and 16928 Crestview Drive). This requested change in zoning is applicable to the 6.9 acre tract of land, minus an approximately 12,500 square foot area, such being identified on the Preliminary Development Plan as an outlot of this residential project. Proposed Uses: A total of a maximum of sixty-two (62) single family detached and attached dwelling, in clusters of one (1), two (2), three (3), and four (4) units, along with associated street and pedestrian network, off-street parking areas, required public space, and stormwater management facilities. A request for a change in zoning for an approximately 12,500 square foot area of a single property (Locator Number: 23V220022/Street Address: 16928 Crestview Drive), as identified on the Preliminary Development Plan, with such being an outlot of an associated residential project, which is currently designated the NU Non-Urban Residence District (Town Center “Neighborhood General District”), to the C-8 Planned Commercial District, with a Conditional Use Permit (CUP), for this tract of land that is located at the northeast corner of the overall site, such being part of an overall 6.9 acre tract of land located at the southeast corner of Eatherton Road and Crestview Drive. Proposed Uses: All permitted and conditional commercial and cultural/institutional land uses identified under the “Neighborhood General District” of the Town Center Regulating Plan. (Ward Eight)
A request for a Conditional Use Permit (CUP) in the R-3 10,000 square foot Residence District, with an associated Planned Environment Unit (PEU), for the installation of roof-mounted solar panels, which are to be so situated on the subject dwelling as to be visible from the adjoining roadway, with such being located on the south side of Birch Forest Drive, west of its intersection with Forest Leaf Parkway (Street Address: 16560 Birch Forest Drive/St. Louis County Locator Number: 23V610034). This request is to be reviewed in accordance with Chapter 415.140 R-3 10,000 square foot Residence District Regulations of the City of Wildwood Zoning Ordinance, which establishes standards and requirements for the installation of solar panels. The requested permit is required due to the panels’ placement on the side facing area of the dwelling’s roof, thereby causing them to be visible from the adjoining roadway. (Ward Five)
A request for a Conditional Use Permit (CUP) in the R-3 10,000 square foot Residence District, with an associated Planned Environment Unit (PEU), for the installation of roof-mounted solar panels, which are to be so situated on the subject dwelling as to be visible from the adjoining roadway, with such being located on the west side of Winter Leaf Drive, west of its intersection with Forest Leaf Parkway (Street Address: 16541 Winter Leaf Drive/St. Louis County Locator Number: 23V330105). This request is to be reviewed in accordance with Chapter 415.140 R-3 10,000 square foot Residence District Regulations of the City of Wildwood Zoning Ordinance, which establishes standards and requirements for the installation of solar panels. The requested permit is required due to the panels’ placement on the front facing area of the dwelling’s roof, thereby causing them to be visible from the adjoining roadway. (Ward Five)
A request for a Conditional Use Permit (CUP) in the R-2 15,000 square foot Residence District, with an associated Planned Environment Unit (PEU), for the installation of roof-mounted solar panels, which are to be so situated on the subject dwelling as to be visible from the adjoining roadway, with such being located on the west side of Clayton Woods Court, north of its intersection with Strecker Road (Street Address: 1541 Clayton Woods Court/St. Louis County Locator Number: 22U510404). This request is to be reviewed in accordance with Chapter 415.130 R-2 15,000 square foot Residence District Regulations of the City of Wildwood Zoning Ordinance, which establishes standards and requirements for the installation of solar panels. The requested permit is required due to the panels’ placement on the rear facing area of the dwelling’s roof, but visible from the adjoining roadway (Strecker Road), given the lot’s double frontage. A request for a Conditional Use Permit (CUP) in the R-1 One Acre Residence District, with a Planned Environment Unit (PEU), for the installation of roof-mounted solar panels, which are to be so situated on the subject dwelling as to be visible from the adjoining roadway, with such being located on the northwest side of Lace Bark Court, at its terminus (Street Address: 1503 Lace Bark Court/St. Louis County Locator Number: 19V210422). This request is to be reviewed in accordance with Chapter 415.110 R-1 One Acre Residence District Regulations of the City of Wildwood Zoning Ordinance, which establishes standards and requirements for the installation of solar panels. The requested permit is required due to the panels’ placement on the side facing area of the dwelling’s roof, thereby causing them to be visible from the adjoining roadway. (Ward Two)
A request for the consideration of modifications to the City’s Code of Ordinances, specifically Chapter 415.030 Definitions and Chapter 415.090 NU Non-Urban Residence District, Section C., Conditional Land Use And Development Permits Issued By The Commission, which would allow for the addition of a new conditional type use to the existing list of them for the purposes of allowing “Agriculture - Research and Development Activities,” as a function of a rural land use setting, along with a corresponding definition of the same. A request for a Conditional Use Permit (CUP) within the NU Non-Urban Residence District for a 14.68 acre tract of land, for which a portion of this lot is to be utilized for a monopole type of telecommunications facility, along with associated enclosed equipment area. This tract of land is generally located on the south side of St. Albans Road (State Route T), west of its intersection with State Route 100 (Street Address: 18824 St. Albans Road/St. Louis County Locator Number: 24Y630140). Proposed Use: A one hundred ninety-nine (199) foot telecommunications tower and related equipment area. Again, the tower is proposed to be a monopole type, with exterior antenna arrays. (Ward Six)
A request for the consideration of modifications to the City’s Code of Ordinances, specifically Chapter 415.450 Outdoor Lighting Requirements, which would add additional regulations to address aesthetic lighting sources that create a nuisance glare, loss of night sky, or trespass, inclusive of a low-voltage types, given such is currently less regulated of all of the luminaires that are currently identified therein.
