A request for a Conditional Use Permit (CUP) in the NU Non-Urban Residence District to accommodate the use of the subject property, which is located on the south side of St. Albans Road, west of State Route 100 (Street Address: 18944 St. Albans Road/St. Louis County Locator Number: 23Y220108), and over five (5) acres in size, for the purposes of authorizing agricultural activities, specifically the research and development of products that are to be sold with the intent to increase their yields, improve their drought-resistance, encourage the use of less soil additives, and/or promote other common goals relative to growth in food production. These activities will occur in a controlled environment, including greenhouses and other buildings or structures. Proposed Use: Research and development of agricultural products not intended for retail sale via an on-site salesroom or within a traditional laboratory setting. (Ward Six)

A request to review and consider the possible addition of a new section to the City of Wildwood’s Zoning Ordinance, Chapter 415.400 Sign Regulations - General, Section G – Wayfinding Signs, which would allow for the placement of these types of representations upon publicly-held lands, rights-of-way, and/or easements, with such being limited to locations abutting arterial roadways, as defined by the Master Plan’s Transportation Element. A request for a change in zoning from the NU Non-Urban Residence District to the R-6A 4,000 square foot Residence District (Town Center “Neighborhood General District”), with a Planned Residential Development Overlay District (PRD), for a 6.9 acre tract of land located at the southeast corner of Eatherton Road and Crestview Drive (Locator Numbers: 23V210140, 23V210151, 23V210021, and 23V220022/Street Addresses: 2442, 2448, 2454 Eatherton Road and 16928 Crestview Drive). This requested change in zoning is applicable to the 6.9 acre tract of land, minus an approximately 12,500 square foot area, such being identified on the Preliminary Development Plan as an outlot of this residential project. This request is to be reviewed in accordance with Chapter 415.110 R-1 One Acre Residence District Regulations of the City of Wildwood Zoning Ordinance, which establishes standards and requirements for the installation of solar panels. The requested permit is required due to the panels’ placement on the side facing area of the dwelling’s roof, thereby causing them to be visible from the adjoining roadway. (Ward Two)

A request for the consideration of modifications to the City’s Code of Ordinances, specifically Chapter 415.030 Definitions and Chapter 415.090 NU Non-Urban Residence District, Section C., Conditional Land Use And Development Permits Issued By The Commission, which would allow for the addition of a new conditional type use to the existing list of them for the purposes of allowing “Agriculture - Research and Development Activities,” as a function of a rural land use setting, along with a corresponding definition of the same. a.

P.Z. 13-23 Union Electric Company d/b/a Ameren Missouri, 1901 Chouteau Avenue, MC 700, St. Louis, Missouri, 63103, c/o Susan Storie, Cellective Solutions, L.L.C., 340 Marshall Road, Valley Park, Missouri 63088 –

A request for a Conditional Use Permit (CUP) within the NU Non-Urban Residence District for a 14.68 acre tract of land, for which a portion of this lot is to be utilized for a monopole type of telecommunications facility, along with associated enclosed equipment area. This tract of land is generally located on the south side of St. Albans Road (State Route T), west of its intersection with State Route 100 (Street Address: 18824 St. Albans Road/St. Louis County Locator Number: 24Y630140). Proposed Use: A one hundred ninety-nine (199) foot telecommunications tower and related equipment area. Again, the tower is proposed to be a monopole type, with exterior antenna arrays. (Ward Six)

b.

P.Z. 19-23 City of Wildwood Planning and Zoning Commission c/o Department of Planning, 16860 Main Street, Wildwood, Missouri 63040 –

A request for the consideration of modifications to the City’s Code of Ordinances, specifically Chapter 415.450 Outdoor Lighting Requirements, which would add additional regulations to address aesthetic lighting sources that create a nuisance glare, loss of night sky, or trespass, inclusive of a low-voltage types, given such is currently less regulated of all of the luminaires that are currently identified therein. New Business – Correspondence Items – Four (4) Items for Consideration

1.

A request for the on-going operation of an existing telecommunications tower and facility authorized by P.Z. 25-97 Sprint Spectrum, L.P. (Marianist Retreat Center); Conditional Use Permit (CUP) in the NU Non-Ur and obtain the Planning and Zoning Commission’s action on ban Residence District; east side of State Route 109, south of Old State Road; under a one (1) year renewal allowed by the existing conditions of this site-specific permit. (Ward Six)

2.

The review and consideration of a request by Jeremiah Kirberg, being dated September 13, 2023, regarding P.Z. 5-22 New Community Church; Amended C-8 Planned Commercial District (Town Center ’Workplace District’); south side of Manchester Road, west of Taylor Road (Street Addresses: 16830, 16832, 16832-A, and 16840 Manchester Road/St. Louis County Locator Numbers: 24V630352, 24V630011, 24V610068, and 24V520202); which requests up to a twelve (12) month extension of time to allow for the submittal of the required Site Development Plan (SDP) for this project to the Planning and Zoning Commission for its review and action. A review and consideration of a request regarding P.Z. 28-21 Ashleigh Grove, Cypress Real Estate, L.L.C.; R-3 10,000 square foot Residence District, with a Planned Residential Overlay District (PRD) (Town Center ’Neighborhood Edge’ District); west side of Center Avenue, south of its intersection with Manchester Road (Street Address: 2623 Center Avenue/St. Louis County Locator Number: 24V420032); which requests up to a twelve (12) month extension of time to allow for the submittal of the required Site Development Plan (SDP) for this project to the Planning and Zoning Commission for its review and action. 4.

Approval of the Planning and Zoning Commission’s action upon the City’s Five (5) Year Capital Improvement Plan, as required by Chapter 89 of the Missouri Revised Statutes, which states this administrative body must review and act on this planning program, so as to ensure consistency with the City’s Master Plan. 1.

A recommendation of the Department of Planning upon a request to amend the approved Site Development Plan (SDP) for St. Louis County’s P.C. 39-94 The Grover Company; Amended C-8 Planned Commercial District; north side of Manchester Road, west of the Taylor Road Roundabout (St. Louis County Locator Number: 24V540163/Street Address: 16917 Manchester Road); that seeks the authorization to retain a sight-proof, board fence that does not meet the conditions of the authorization granted by the Planning and Zoning Commission for its type, color, and location. Byrne Builders, Inc., 3112 Shady Glen Estates Drive, Wildwood, Missouri 63038 -A request to amend existing Planned Residential Development Overlay District Ordinance #1189 to accommodate changes associated with a redesign of this residential subdivision that was originally approved for twenty-three (23) total units, on individual lots, to be located on a 18.33 acre tract of land, which is located on the north side of Strecker Road, east of Englebrook Drive (Locator Numbers 22U240024, 22U330031, and 22U330062 /Street Addresses 177 Strecker Road, 165 Strecker Road, and 173 Strecker Road). The modifications reflect changes to the site due to environmental considerations relating to a restrictive covenant approved and signed between the property owner and the United States Environmental Protection Agency (EPA), which has necessitated changes to its previously approved design.
