Discussion of the concept design for a mixed-use development upon a tract of land comprised of parcels of ground located at the corner of Main Street and Taylor Road and the corner of Taylor Road and Manchester Road (Street Addresses: 16700 Main Street, 16727 Manchester Road, and 16795 Manchester Road/Locator Numbers: 23V310383, 24V630303, and 24V630312); Town Center ‘Downtown’ and ‘Workplace’ District Designations; C-8 Planned Commercial District (1991) and NU Non-Urban Residence District. Proposed Use: A mixed-use development that includes commercial activities, multiple-family residential units, single-family detached residences, recreational uses, including associated parking, and stormwater management facilities, public rights-of-way, and required public space.
