Public Hearing- Two (2) Items for Consideration

P.Z. 4-21 Randy Bueckendorf , 2057 Wild Horse Creek Road, Wildwood, Missouri 63038

– A request for a Conditional Use Permit (CUP) in the NU Non-Urban Residence District for the retention of ground-mounted solar panels upon this four point five (4.5) acre parcel of ground, which is located on the west side of Wild Horse Creek Road, north of Falzone Road (Street Address: 2057 Wild Horse Creek Road/Locator Number: 23X530105). The petitioner is also seeking to retain certain roof-mounted solar panels, which are so situated on the existing dwelling, that such are likewise visible from an abutting roadway. These installations are required to be reviewed in accordance with Chapter 415.090 NU Non-Urban Residence District Regulations of the City of Wildwood Zoning Ordinance, which establishes standards and requirements for the installation of solar panels. The requested permit is required due to the proposed solar panels being of a ground-mounted design type, as well as roof-mounted panels situated on an area of the dwelling’s roof, which causes them to be visible from the abutting roadway. P.Z. 8-21 2531 Lindy Lane, Jefferey Melvin, 4051 Indian Ridge Estates, Wildwood, Missouri 63069

– A request for a change in zoning from the NU Non-Urban Residence District to the R-3 10,000 square foot Residence District upon a property that is 0.39 acres in size, which is located on the west side of Lindy Lane, north of Manchester Road (Locator Number: 24V530221/Street Address: 2531 Lindy Lane). The subject property is designated ‘Neighborhood Edge’ District under the current Town Center Regulating Plan. Proposed Use: One (1) single family dwelling on the existing non-conforming lot. – A request for a change in zoning from the PS Park and Scenic District to the NU Non-Urban Residence District upon a parcel of ground that is 0.53 acres in size, which is located on the north side of Stonesthrow Drive, at its current terminus. The property was previously owned by St. Louis County, Missouri and was part of Greensfelder County Park, but now, the subject parcel of ground is under the private ownership of the petitioner, such being duly established by an approved Boundary Adjustment Plat between the appropriate parties. P.Z. 2-21 City of Wildwood Planning and Zoning Commission c/o Department of Planning , City Hall, 16860 Main Street, Wildwood, Missouri 63040

– A request of the Planning and Zoning Commission to consider the updated five (5) major elements of the Town Center Plan, which includes the Boundary Map, the Street Network Map, the Regulating Plan Map, the Neighborhood Design Standards, and the Architectural Guidelines, all of which have been under review and study over the past twenty-four (24) months by the City Council appointed Town Center Update Team (TCUT), with ultimate action on the same being sought on the requirements of State Statute, the City’s Charter, and local code. The Town Center Plan establishes goals, objectives, and policies for the development of the Town Center Area to create neighborhoods, which are self-sufficient in terms of their mix of land use activities; the availability of green space and amenities for all age groups; and the coordination of its public infrastructure to be functional, safe, and aesthetically appealing to the community in its application with building architecture and other design components, inclusive of streets, sidewalks, trails, stormwater management facilities, and others. These components of the Town Center Plan are intended to complement each other and create interdependence as well. Along with these goals, objectives, and policies, the Town Center Area establishes types and densities/intensities of land use for these parcels of ground within the boundaries of the City of Wildwood Town Center Area, all which were the subject of the study by the Town Center Update Team (TCUT). VIII.

New Business - Correspondence Item – Two (2) Items for Consideration

1.

A response to a communication from Anja Baldock, Crown Castle, which is dated March 2, 2021, regarding P.Z. 4-98 AT&T Wireless Services, Inc., that seeks the Planning and Zoning Commission’s review and action on a requested change to the existing Conditional Use Permit (CUP) governing a ninety (90) foot monopole telecommunications tower and related equipment shelter.

This tower and shelter is located on the east side of Joe’s Way, north of Valley Road (Street Address: 2028 Joe’s Way/St. Louis County Locator Number: 20U540317); NU Non-Urban Residence District, with a Conditional Use Permit (CUP); thereby allowing for the existing externally-mounted array of antennas to extend no more than fifteen (15) inches from the surface of the tower, which is currently restricted to no more than twelve (12) inches by the governing Conditional Use Permit (CUP). The review and consideration of a request by Michael Kennedy, being dated April 15, 2021, Landwide Development Company, regarding P.Z. 10-18 Wildwood Senior Apartments (The Prime Place at Wildwood); Amended C-8 Planned Commercial District (Town Center ‘Downtown District’ and ‘Neighborhood General District’); south side of Main Street, west of Taylor Road (Locator Number: 23V310383/Street Address: 16700 Main Street); which requests the modification of the site-specific ordinance that governs this property to allow for an additional amount of time to submit and receive Planning and Zoning Commission action on the required Site Development Plan (SDP) for the project.
