– A request for the Planning and Zoning Commission to conduct a comprehensive review of, then consider potential changes to, City of Wildwood’s Municipal Code – Chapter 410 Tree Preservation and Restoration Code, and its associated Landscape Manual and Sustainable Plantings Guide, for the purposes of ensuring such are consistent with current techniques, reflective of ‘best practices, and accomplish the goals and objectives of the Master Plan of the City of Wildwood. P.Z. 6-21 173 Stonesthrow Drive, c/o Jeffery Erb, 173 Stonesthrow Drive, Wildwood, Missouri 63038

– A request for a change in zoning from the PS Park and Scenic District to the NU Non-Urban Residence District upon a parcel of ground that is 0.53 acres in size, which is located on the north side of Stonesthrow Drive, at its current terminus. The property was previously owned by St. Louis County, Missouri and was part of Greensfelder County Park, but now, the subject parcel of ground is under the private ownership of the petitioner, such being duly established by an approved Boundary Adjustment Plat between the appropriate parties. Letters of Recommendation - One (1) Item for Consideration

P.Z. 01-21 City of Wildwood Planning and Zoning Commission , c/o Department of Planning, 16860 Main Street, Wildwood, Missouri 63040

A request to consider the inclusion of certain properties located within the City of Wildwood, Missouri, for their respective identifications and placements on a Master Map, for inclusion in the Special Circumstances Overlay District (SCOD) subject to the application of Chapter 415.505 - Special Circumstances Overlay District (SCOD) Regulations, given the following conditions, characteristics, or environmental/physical features that exist upon, or have been identified in the past, causing such needed extra scrutiny to be considered necessary to ensure the publics health, safety, and general welfare:


  1. Any property, lot, parcel of ground, and/or tract of land that has been listed or delisted from any federal, State, or local registry relative to environmental contamination from any actions leading to a determined or yet to be determined threat to the public’s health, safety, and general welfare; and
  2. Any property, lot, parcel of ground, and/or tract of land that is located downstream from any site, which has been listed or delisted from any federal, State, or local registry relative to environmental contamination, and being said defined by the drainage network that provides the conduit for the off-site migration of potential contaminants; and
  3. Any property, lot, parcel of ground, and/or tract of land that has been identified on a current or past Phase One Environmental Assessment conducted upon it that identifies, or has identified, the need for a Phase Two Environmental Assessment to be completed upon the same; and
  4. Any property, lot, parcel of ground, and/or tract of land that has located upon it any portion of the main channel, and its floodway area, of any of the nine (9) named watersheds, which are located within the City of Wildwood, but not inclusive of any portion of the same designated as 100-Year floodplain by the Federal Insurance Rate Maps (FIRM) of the Federal Emergency Management Agency (FEMA); and
  5. Any property, lot, parcel of ground, and/or tract of land that has over fifty (50) percent of its land area that exhibits an unaltered slope or grade that exceeds thirty-three (33) percent, as measured by generally accepted standards and practices of the civil engineering field; and
  6. Any property, lot, parcel of ground, and/or tract of land that is hereafter determined to meet the definitions and requirements of the Special Circumstances Overlay District (SCOD) Regulations to be subject to them, or as may be requested by the owner or owner under contract of same said location. VIII.

New Business - Correspondence Item – One (1) Item for Consideration

1.

A response to a communication from Anja Baldock, Crown Castle, which is dated March 2, 2021, regarding P.Z. 4-98 AT&T Wireless Services, Inc., that seeks the Planning and Zoning Commission's review and action on a requested change to the existing Conditional Use Permit (CUP) governing a ninety (90) foot monopole telecommunications tower and related equipment shelter.

This tower and shelter is located on the east side of Joe’s Way, north of Valley Road (Street Address: 2028 Joe’s Way/St. Louis County Locator Number: 20U540317); NU Non-Urban Residence District, with a Conditional Use Permit (CUP); thereby allowing for the existing externally-mounted array of antennas to extend no more than fifteen (15) inches from the surface of the tower, which is currently restricted to no more than twelve (12) inches by the governing Conditional Use Permit (CUP). Final thoughts on Work Session items on the Town Center Update Team's (TCUT) twenty-four (24) month review of the current Town Center Plan and its five (5) main components, with discussion, comments, and questions encouraged on its recommended changes. (Wards -One, Four, Five, Seven, and Eight)
