Public Hearing - One (1) Item for Consideration

P.Z. 01-21 City of Wildwood Planning and Zoning Commission , c/o Department of Planning, 16860 Main Street, Wildwood, Missouri 63040

- A request to consider the inclusion of certain properties located within the City of Wildwood, Missouri, for their respective identifications and placements on a Master Map, for inclusion in the Special Circumstances Overlay District (SCOD) subject to the application of Chapter 415.505 - Special Circumstances Overlay District (SCOD) Regulations, given the following conditions, characteristics, or environmental/physical features that exist upon, or have been identified in the past, causing such needed extra scrutiny to be considered necessary to ensure the publics health, safety, and general welfare:
  1. Any property, lot, parcel of ground, and/or tract of land that has been listed or delisted from any federal, State, or local registry relative to environmental contamination from any actions leading to a determined or yet to be determined threat to the public’s health, safety, and general welfare; and
  2. Any property, lot, parcel of ground, and/or tract of land that is located downstream from any site, which has been listed or delisted from any federal, State, or local registry relative to environmental contamination, and being said defined by the drainage network that provides the conduit for the off-site migration of potential contaminants; and
  3. Any property, lot, parcel of ground, and/or tract of land that has been identified on a current or past Phase One Environmental Assessment conducted upon it that identifies, or has identified, the need for a Phase Two Environmental Assessment to be completed upon the same; and
  4. Any property, lot, parcel of ground, and/or tract of land that has located upon it any portion of the main channel, and its floodway area, of any of the nine (9) named watersheds, which are located within the City of Wildwood, but not inclusive of any portion of the same designated as 100-Year floodplain by the Federal Insurance Rate Maps (FIRM) of the Federal Emergency Management Agency (FEMA); and
  5. Any property, lot, parcel of ground, and/or tract of land that has over fifty (50) percent of its land area that exhibits an unaltered slope or grade that exceeds thirty-three (33) percent, as measured by generally accepted standards and practices of the civil engineering field; and
  6. Any property, lot, parcel of ground, and/or tract of land that is hereafter determined to meet the definitions and requirements of the Special Circumstances Overlay District (SCOD) Regulations to be subject to them, or as may be requested by the owner or owner under contract of same said location. P.Z. 11-20 Monarch Fire Protection District, c/o FGM Architects Inc., One Metropolitan Square, Suite 1945, St. Louis, Missouri 63102

– A request for a Conditional Use Permit (CUP) in the NU Non-Urban Residence District for a three (3) acre tract of land that is located on the south side of Wild Horse Creek Road, at its intersection with Eatherton Road (Street Addresses: 18304 Wild Horse Creek Road and 18304 Wild Horse Creek Road – Unit A/St. Louis County Locator Numbers: 19W510215 and 19W510194). Proposed Use: A new fire station, with living quarters and associated parking areas. Public sanitary sewer service is planned to be extended to the site. (Ward One)

WITHDRAWAL - P.Z. 9-18 The Reserve at Wildwood, Payne Family Homes L.L.C., c/o Thomas Cummings, 10407 Baur Boulevard, Suite B, St. Louis, Missouri 63132

– A request for the following land use considerations upon a property that totals 50.65 acres of area, which is located on the west side of State Route 109, north of Manchester Road (Locator Numbers: 23V110022 and 23W320013/Street Addresses: 2431 State Route 109 and 17225 Manchester Road):


  1. A modification of the Street Network Map of the Town Center Plan, which reflects the petitioner’s intent to modify the location and design standards of the proposed extension of Main Street through the site, along with the accompanying planned network of internal roadways.
  2. A modification to the current Town Center Regulating Plan designations associated with the tract of land from the ‘Workplace District’, ‘Neighborhood Edge District’, and ‘Neighborhood General District’, to the ‘Neighborhood Edge District’ designation for the entirety of the site.
  3. A request for a change in zoning from the C-8 Planned Commercial District and R-6A 3,000 square foot Residence District, with a Planned Environment Unit (PEU), to the R-3 10,000 square foot Residence District, with a Planned Residential Development Overlay District (PRD).
These requests have been made upon the same tract of land that was under consideration by the Planning and Zoning Commission as P.Z. 20, 21, and 22-15 Ackerley Place, which has been postponed indefinitely. Proposed Use: A total of one hundred forty (140), detached single-family dwellings on individual lots, with common ground, and required public space areas. (Ward - One)

A recommendation of the Planning and Zoning Commission on the Manchester Road Shared Use Path to be constructed on the north side of Manchester Road, between State Route 109 and Pond Road; NU Non-Urban Residence District and C-8 Planned Commercial District designated properties; thereby authorizing the installation of a ten (10) foot wide, hard-surfaced path, with topical safety improvements for street crossings, as set forth in the attached engineered plans.
